Organizational Setting:

The project “Strengthening capacity in the agricultural and land-use sectors for enhanced transparency in implementation and monitoring of Mongolia’s Nationally Determined Contribution (NDC)” is funded by Global Environmental Facility’s Capacity-building Initiative for Transparency (CBIT). CBIT aims to support developing countries to build institutional and technical capacity to meet enhanced transparency framework (ETF) requirements in the Paris Agreement. In Mongolia the CBIT project will strengthen Mongolia’s capacities for measurement, reporting, and verification (MRV) in the agricultural and land-use sub-sector in order to help Mongolia meet its commitments associated with the Enhanced Transparency Framework (ETF) of the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC).

Reporting Lines:

Under the overall leadership of the FAO Representative in Mongolia, the technical guidance of the Lead Technical Officer and Forestry Officer in FAO RAP as well as the FAO Global CBIT team in FAO and the FAO-GEF Coordination Unit at FAO Headquarters (Rome) and in close collaboration with the CBIT National Project Coordinator, the CBIT National Project Director at Ministry of Environment and Tourism (MET).

Technical Focus:

The aim of the project is not to conduct activities that directly mitigate climate change or improve Mongolia’s climate-related adaption, but rather to enhance the quality of information related to those issues by aligning MRV practices with global standards. The project will focus to a) enhancing the Institutional arrangements to coordinate preparation of ETF reports for agricultural, land-use, and other relevant sectors b) strengthen capacity to measure emissions, removals, and emission-reduction activities from the agricultural and land-use sectors and b) strengthen capacity to measure climate-change impacts, vulnerabilities, and adaptation-related activities in the agricultural and land-use sectors.

Tasks and Responsibilities

CBIT:

• Lead support to implementation of work under Component 2 and 3 of the project in manner consistent with the guidance of the National Project Director and the Technical Working Group (TWG) as well as the requirements of the GEF and ETF requirements; • Support the work of the Technical Working Group (TWG), particularly related to implementation of the Climate Change Monitoring Plan (CCMP), metadata parameters, and associated indicator and tracking systems for both GHG emissions, removals, and emission-reduction activities from agricultural and land-use sectors (climate change mitigation - CCM) and measurement of climate-change impacts, vulnerabilities, and adaptation-related activities in the agricultural and land-use sectors (climate change adaptation - CCA); • Specify the draft structure and data sharing arrangements of the CCMP for an online data-sharing and archiving portal and identify relevant service providers/specialists to develop the portal infrastructure; • Work with key stakeholders to establish institutional engagement as necessary to facilitate the provision of data and information to enable reporting of progress under the CCMP and NDC in a manner that meets the requirements of the ETF; • Support piloting of the updated CCMP online data-sharing and archiving portal and the preparation of ETF reports for the agriculture and land-use sectors using the portal; • Compilation of metadata schema and country specific technical profiles for QC system relevant for the AFOLU sector GHG inventory and NDC tracking • Draft relevant requirements of Letter of Agreements (LOAs) and contracts; • Draft technical reports including PIR, PPR and MET report; • Engage with stakeholders to understand and define relevant decisions and informational needs, especially related to informational constraints to taking relevant actions; • Propose options for analyses and data visualizations efficiently tailored to stakeholders’ needs; • Prepare inputs for assessment of improvements in capacity using the GEF CBIT tracking Tool; • Facilitate the dissemination and broader use of the project’s best practices and lessons learned; • Fulfilment of the PMU’s obligations as secretariat for the PSC and TWG and • Perform other relevant duties as required.

Support Programme on Scaling up Climate Ambition on Land-use and Agriculture through NDCs and NAPs (SCALA) project: • Manage the project’s daily operations; • Prepare draft project budgets and work plans for review by Project Taskforce and Project Steering Committee; • Coordinate and deliver the project’s activities in accordance with the project document and approved annual work-plan and budget (AWPB); • Monitor project fund use and ensure it meets FAO standards for conduct financial management and control; • Draft project procurement documents including draft terms of reference, letters of agreement, requests for proposal, bidding documents and other materials and obtain needed technical clearances; • Review the inception phase guidance and baseline survey template and SCALA project document and prepare an inception note including key material required and list of interviewees for 1) the baseline survey, 2) the review of priorities in the NDCs/NAPs; • Prepare an inception phase plan based on the SCALA inception phase guidance; • Carry out a background research and review of the NDC, NAP, relevant national and sectoral policies and strategies and related assessments, which will provide the information needed for filling in the NDC/NAP matrix (see annex). The results will be used to frame and identify or validate potential priority transformative climate actions that SCALA will work on in Mongolia. • Review existing documentation (policy documents, project documents, reports, etc.) and prepare an interview guide to fill gaps in baseline and NDC and NAP review; • Conduct interviews with key personnel at FAO and UNDP Country Officers, ministries in charge of Environment, Agriculture, Finance, Planning, Rural Development, Gender and related areas, as well as civil society organisations and private sector actors as required; • Prepare a baseline report for the SCALA project in Mongolia based on consultation; • Prepare a preliminary report on the review of NDCs and NAPs; • Participate in the training of trainers for the NDC/NAP review; • Support UNDP and FAO in organising the inception workshop; • Plan and facilitate sessions during the inception workshop on baseline and the NDC/NAP review; • Prepare the inception report in the SCALA template in coordination with the regional backstopper, UNDP and FAO Country office and ministries; • In consultation with relevant stakeholders, prepare the six-monthly project progress reports (PPRs) and annual GEF project implementation report (PIR), AWPB, and other management report and terminal report as required; • Draft the preparation of progress reports, joint supervision missions, and final evaluation; • Lead the technical missions and training programmes in consultation with other SCALA project team members and stakeholders; and • Organize project workshops, PSC meetings, and other meetings to monitor project progress. • Perform other relevant duties if required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Higher education degree, preferably in Environmental sciences, Land-use, Agriculture and Forestry/ or similar fields, or equivalent experience; • A minimum of 6 years’ experience in the agriculture, forestry and/or land-use sectors; • Working knowledge of English, and limited knowledge of another FAO official languages; • Nationality of Mongolia.

Technical/Functional Skills

• Demonstrated understanding of climate change and commitment to climate change mitigation and adaptation, especially in the agriculture, forestry and land-use sectors in Mongolia; • Experience in Measurement, Reporting and Verification (MRV), Monitoring and Evaluation (M&E) in Agriculture, Forestry and Other Land-Use (AFOLU) sector is an asset; • Demonstrated experience and ability to work with multi stakeholders including government agencies, both at national and sub-national levels; • Proven skills in excellent communication and networking • Excellent planning and organizing skills, accurate with attention to detail, and prioritization • Able to work as part of a multi-national team • Excellent knowledge of English and fluent in Mongolian • High computer literacy • Experience in the UN system is an asset
