Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

The project “SDG-Aligned Budgeting to Transform Employment in Mongolia” aims to support increased employment and promotion of decent work in Mongolia. The Project is managed by UNDP in partnership with FAO and ILO. FAO will contribute the Employment Promotion Component of the project. This component combines efforts towards four outcome areas for boosting employability: existing national programmes for employment, Mongolia’s ecosystem for enterprising/innovation, the range of skills and capacity development services, and scalable pilots that can yield insights for policy directions which, in turn, inform the first three. FAO’s main outcome will be to undertake selected pilots with scope for scaling-up, with large-scale potential for youth employment and training, especially in rural areas. The experience of pilots will contribute to effective public-private partnership models, building evidence, establishing lessons, and policy development, better informing national programmes, apart from expanding opportunities and worker productivity.

Reporting Lines:

The incumbent will work under the overall supervision of the FAO Representative and direct supervision of the National Project Manager and in close liaison with the project stakeholders.

Technical Focus:

The Project is managed by United Nations Development Programme (UNDP) in partnership with Food and Agriculture Organization of the United Nations (UN-FAO) and International Labour Organization (ILO) and has the following four components: Component A) Bridging Policies with Budgets; Component B) Budget Oversight and Transparency; Component C) Employment Promotion: Boosting Employability; and Component D) Effective Application of International Labour Standards by Strengthening Institutions of Work.

UN-FAO is responsible for implementing a part of Component C: Employment Promotion and aims at Undertaking selected pilots with scope for scaling-up, with large-scale potential for youth employment and training, especially in rural areas. The experience of pilots will contribute to effective public-private partnership models, building evidence, establishing lessons, and policy development, better informing national programs, apart from expanding opportunities and worker productivity. It will be implemented in close coordination with the Ministry of Food, Agriculture and Light Industry.

Tasks and responsibilities:

  • Provide technical support/analysis to various assessments, and technical backstopping to implementing partners especially in project areas;
  • Support in identifying, nurturing agricultural products (dairy, meat, vegetables etc.), which are potential to create youth employment opportunities in rural areas and promote public private partnerships;
  • Support in linking public and private sector in agricultural product processing, beneficiaries of the project with different stakeholders involved in value chains;
  • Contribute in establishing a network to support innovation-driven entrepreneurship in agribusiness to incubate and accelerate small businesses;
  • Participate in multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promote best practices that are relevant to agribusiness;
  • Promote knowledge sharing and best practices at various platforms and fora and influences partners in stakeholder consultations;
  • Participate in meetings, conferences, workshops, consultations and field visits as needed; contribute to building collaborations and partnerships;
  • Contribute to the appraisal of capacity building needs and to developing training materials and to training courses and activities;
  • Contribute to the collection and dissemination of relevant data and information related to agribusiness, value chains and systems, including for example, trends and developments, approaches, impacts, lessons and good practices; support global learning, exchange of information;
  • Provide support to Monitoring and Evaluation, Reporting Specialist in identifying baseline, impact indicators;
  • Compile and write success stories on project activities;
  • Perform other related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • A university degree in agriculture (meat, dairy, vegetables etc.) and post-graduate qualifications in agriculture economics or rural development;
  • Excellent command of English is an advantage;
  • Experience working with private and public sectors in agribusiness;
  • More than 5-10 years of experience in agribusiness (meat, dairy etc.) value chains.

Technical/Functional Skills

  • Extent and relevance of experience in agricultural product (meat and dairy) value chain development and improvement
  • Experience in agricultural product development is advantage;
  • High level advocacy and communication skills and ability to disseminating of results and sharing knowledge;
  • Demonstrated capability in establishing and maintaining partnerships with private companies, government institutions, NGOs as well as donors;
  • Experience in the government or UN system is an asset;
  • Excellent planning and organizing skills, accurate with attention to detail;
  • In-depth knowledge of programme and project management is considered a strong asset;
  • High computer literacy in MS Office (Word, Excel, Access, Powerpoint, Outlook etc);
  • Demonstrated ability to process complex data and analyze information as the basis for technical and policy advice and mastery of subject matter, teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time;
