Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner to ensure zero hunger in the country. FAO provides support in three priority areas: sustainable increase in production and productivity, agriculture-based economic growth, and increased resilience of livelihoods to threats and crisis.

The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s Programme and portfolio as foreseen in the project he/she will coordinate and be assigned.

Reporting Lines

The NPP will work under the overall supervision of the FAO Representative, FAO Administrative Officer and direct supervision of the Human Resources Specialist and guidance of the Regional HR Officer.

Technical Focus

• Support the field offices in Human Resources matter; • Enforce compliance with FAO Human Resources policies and procedures and the FAO staff rules, regulations and administrative instructions.in timely manner for effective field operations; Tasks and responsibilities

• Ensure adherence to rules & regulations and standard operational procedures as per established policies of FAO; • Monthly time card review, verification, and insert all attendance sheets in GRMS at the end of each month. Make sure all PSAs and consultants have received notifications for time card submission on time; • Support human resources specialist in talent management and recruitment process by screening applications, scheduling examinations and interviews, . • Conduct orientation for new hires, maintaining records and information up to date; • Provide orientation on HR rules and regulations to new hires; guide them on how to access to FAO learning platform, inserting banking information in software used by FAO.; • Run payroll report on time to verify all approval of supervisors are done on time; take actions for missing payment of staff members and NSHR; • Maintain employee information by entering and updating employment and status-change data; • Maintain employee confidence by keeping human resource information confidential. • Maintain quality service by following organization standards. • Maintain personnel files in soft and hard copy. Maintain and keep up to date staff database for South Sudan monthly basis and share update report to HR Specialist; • Raise contract request in the system when needed; • Maintain effective and cordial working relationship with FAO staff members and other counterparts within the Organization as well as outside in order to ensure expedition of required action(s) observing discretion, due confidentiality and courtesy in all his/her dealings with FAO personnel and the counterparts; • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; • Maintain daily tracking record of staff and families to provide accurate information in case of emergency.

• Facilitate UN ID for new arrival, and renewal of UNID for extensions of contracts; • Assist in opening bank account and generating official e-mail for new personnel; • Provide support to HR specialist/Administrative officer and other staff when complex, specialized, and sensitive questions and issues arise; • Stay abreast of policy developments and application of administrative procedures on Personnel/Human Resources issues so that appropriate responses can be given to various queries by the staff members and HR Specialist; • Coordinate Human Resource issues such as UN holidays, Business Operating Strategies (BoS), Annual plan, Place 2 Place survey etc. with other UN agencies, programmes and funds. • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Bachelor’s degree in Business Administration, Office Management, Human Resources Management or related field or related field • Five years (5) of experience working in Human Resources, Knowledge of general HR policies, processes and systems. • Working knowledge of English and limited knowledge of Arabic • A South Sudanese National.

• Intermediate skills and competency in the use of MS Word, MS Excel, MS Access, MS PowerPoint computer package as well as with statistical software • Thorough knowledge of the Organization's administrative and HR policies, procedures and practices Demonstrate openness in sharing information and keeping clients and colleagues informed; • Working knowledge of English (Level C), including written and spoken, and Arabic written and spoken and other local languages a strong asset • Systematic, well-structured and efficient approach to work assignments. Exercise diligence and care in dealing with records and expenditures. • Possess a cooperative spirit, flexibility and openness to work in an international environment. Tact and courtesy. Ability to establish and maintain effective working relationships with people of different national and cultural background.
