Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

“Prevention and mitigation of Dust and Sandstorms originated in dry land areas of Mongolia” project aims to demonstrate approaches to prevent and mitigate negative impacts of sand and dust storms (SDS) in dry land areas of Mongolia for combating desertification. Zamiin Uud city of Mongolia has been selected for the project. The city and broader Zamiin Uud area is one of the target areas of Mongolia National Action Program on Combating Desertification.

Tasks and responsibilities:

(I) Administrative support

• Manage all procurement processes for equipment, materials, and other required items required for the local coordinator in an appropriate manner in accordance with FAO rules, liaising with concerned FAO divisions and project service providers; • Support the local coordinator in ensuring the implementation of LoA with local government and other field activities; • Liaise with stakeholders and support the day-to-day operation of the project activities; • Provide and ensure timely and complete project information into the information systems of the met and FAO and requested stakeholders; • Collect information, reports of all project-related and purchases, if necessary by screening and reviewing for a project archive; • Assist in organizing meetings, and participate if necessary; • Provide overall administrative, monitoring, and reporting support to the project; • Support the petty cash to ensure timely submission of regular project progress and financial reports; • Follow up on recommendations and requirements for project closure, including the final report; • Liaise with donors and government authorities as required; • Support the day-to-day operation of the project activities; • Participate in partnership meetings with project partners and the project steering committee, as necessary;

(II) Financial management • Support the project coordinator to ensure timely submission of regular project progress and financial report; • Monitor project delivery and carry out the financial management, assist the preparation of annual work plans and budget; • Keep the financial records and regular review of the project account and ensure accurate records and all relevant data, and check and review the receipts and financial reports submitted by service providers; • Play a vital role in financial management and preparing proposals for budget revisions based on quarterly, semi-annual expenditure, and assist in preparing information for audit and monitoring purposes; • Support in resource mobilization by supporting preparation on budget plans;

(III) Communication and visibility • To act as a communication and visibility focal point of the project, to enhance the connection between project team and FAO, and other outer stakeholders; • To be engaged in complementing the FAO website, develop information and upgrading, disseminate information to the public through social networks, and organize online advocacy to improve public understanding; • Undertake field visits to document project field activities, gather stakeholder perceptions and capture knowledge attitudes and practices; • Proactively seek out good beneficiary feature story possibilities for TV, newspaper and journals; • Develop communication and visibility product of the project;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• At least undergraduate degree in management, business administration, accounting or a related field and/or professional certification and extensive related experience; • A minimum of five years of working experience in one of the above fields; • Nationality of Mongolia.

• Experience managing the administration, finances and procurements of projects; • Excellent communication and written skills in English and Mongolian; • Excellent planning and organizing skills, accurate with attention to detail; • Able to work as part of a multinational team; • Experience in the UN system is an asset; • In-depth knowledge of programme and project management is considered a strong asset; • High computer literacy in MS Office (Word, Excel, Access, Powerpoint, Outlook etc); • Demonstrated ability to process complex data and analyse information as the basis for professional mastery of subject matter; • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, setting priorities and efficient use of time;
