Long Description ---------------- The National Project Officer will be responsible to ensure the efficient and qualitative implementation of a UNESCO Communication and Information (CI) project funded by the Special Trust Fund for Afghanistan (STFA), and will contribute to the CI sector work in the country, by promoting freedom of expression, reinforcing the safety of journalists in the country, and raising the visibility of UNESCO’s mandate in that area. The STFA is a special fund established and managed by UNDP as an interagency mechanism to enable donors to channel their resources to support joint UN programming. It contributes to the finance of the implementation of the UN Transitional Engagement Framework (TEF) for Afghanistan. The communication and information component of the STFA aims to provide an emergency short- and medium-term response inside Afghanistan by supporting the economic viability, training and the safety of the committed group of journalists staying in the country. Additionally, under the overall authority of the Director and Representative of UNESCO’s National office in Kabul, and in coordination with the UNESCO’s Headquarters (namely the Freedom of Expression and Safety of Journalists Section within Communication and Information Sector), the National Project Officer will be responsible for the Communication and Information office of the UNESCO Afghanistan office in all its CI functions and responsibilities, including but not limited to ending impunity of violence against journalists and promoting the freedom of expression and a free media. Long Description ---------------- **Main duties and responsibilities** Under the overall authority of the Director and Representative of UNESCO’s National office in Kabul, and in coordination with the UNESCO’s Headquarters (namely the Freedom of Expression and Safety of Journalists Section within Communication and Information Sector), and in the implementation of the STFA initiative, the incumbent will perform the following functions: 1\. Manage the Communication and Information component of the STFA. Work closely with the partners selected to implement project activities, draft their TORs, prepare detailed budgets and contracts, and monitor their contracts and progress, coordinate and follow-up to ensure the timely and qualitative delivery of the assignments as per agreed contract. Examine the accuracy of the documents and reports submitted by partners and process various claims of payments/payment requests from the contractors or implementation partners, in accordance with UNESCO rules and provisions as well as in accordance with the requirements of the STFA2. Support the coordination and efficient qualitative implementation of the UNESCO information and communication component of the STFA. 2\. Learn and efficiently use the UNESCO’s online systems for Contract management, budget planning, reporting, etc. 3.Ensure the involvement and ownership of relevant partners and stakeholders in the coordination and implementation of the national activities of the project, notably relevant not-for-profit online and offline media groups and outlets, CSOs and INGOs, representatives of social media platforms, representatives of national authorities, etc. 4\. Follow upon the process of the Journalists Safety Indicator with UNESCO Headquarters for the finalization and print process as necessary. 5.Support the follow up on the Joint Committee for the Safety and Security of Journalists (JCSSI) to report on crimes against journalists, using UNESCO Headquarters guidelines. Long Description ---------------- 6.Participate in the UN Communication Group meeting on regular basis and provide content for the One UN Website 7.Update and develop UNESCO Kabul social media venues; upload news articles on website, Facebook and other social media submitted by the sectors. 8.Ensure the visibility of project(s) results and impact. 9.Prepare public information products such as news items, infographics, audiovisual materials for the UNESCO website and social media channels. 10.Continuously collect and share data and studies concerning media development and safety of journalists in Afghanistan. 11.Support the Office in liaising with the UN system and ensure the project’s implementation is in line with the UN Plan of Action on Safety of Journalists and the Issue of Impunity. 12.Work on any other activities that may be required to ensure the success of the Project implementation and perform any other duties as may be assigned by the Director and Representative of UNESCO’s National office in Kabul. 13.Work with a gender-sensitive approach. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education** Advanced University degree (Masters or higher) in journalism, political sciences, management, or in related fields of social and human sciences. **Work experience** 1\. Minimum three (3) years of progressively responsible experience in project implementation and/or project management. Knowledge, skills, and competencies. 2\. Advanced knowledge of the online and offline media landscape in Afghanistan (TV, radio, print, and web) and freedom of expression policy developments at national and global levels, in particular in relation to the resilience of the media, freedom of expression, and the safety of journalists. 3\. Relevant knowledge of the United Nations framework and action at National level. 4\. Demonstrated experience in project development and management in an international environment in particular good communication, time-management, coordination, reporting, and budget skills. **Skills** 1\. Strong social media skills. 2\. Strong IT skills especially in MS-Excel, MS-Word, PowerPoint, etc. Demonstrated experience in developing Strategies for communicating using new technologies and social media channels in particular. 3\. Strong oral and written communication skills; capacity to write clear prose. 4\. Ability to work with and in multicultural teams. 5\. Ability to work under pressure and tight deadlines. 6\. Ability to be proactive and work independently. 7\. Knowledge of UNESCO’s work and mandate. **Language** Excellent knowledge of English, Dari, and/or Pashto is required.
