Organizational Setting

FAO in Lao PDR is implementing the project “Assistance for Smallholders and Socially Vulnerable to Preventing Spread of the COVID-19 in Lao PDR” no OSRO/LAO/100/JPN. The project is funded by the Government of Japan. This project targets 7 000 most vulnerable households (approximately 37 100 people) who have been most impacted by COVID-19, in particular women-headed households, women producer groups, youth and returning migrant workers in Luang Prabang and Oudomxay Provinces. They will receive COVID-19 risk awareness raising and protection measures, and a support for more resilient crop, agro-forestry and livestock-based livelihoods. Simultaneously, the project will strengthen the COVID-19 risk management capacity of provincial and district level authorities, including the health, disaster risk management, social welfare and labor, agriculture and other concerned sectors through a multi-hazard approach.

Reporting Lines

Under the functional supervision of the FAO Representative in Lao PDR, direct supervision of the Operations Officer in FAO Representation in Lao PDR and in close collaboration with the National Programme Management Consultant and the International Project Coordinator.

Technical Focus

The National Project Coordinator will undertake the following activities ensure the smooth implementation of the project OSRO/LAO/100/JPN.

Tasks and responsibilities

  • Coordinate and manage day-to-day project activities including preparation of the project work-plan, facilitating necessary government clearance for implementation, monitoring of the distribution, and monitoring the progress of the project implementation.
  • Coordinate with the Ministry of Agriculture and Forestry, Ministry of Health, Ministry of Labor and Social Welfare and Ministry of Natural Resources and Environment for the implementation of the project.
  • Manage consultants and implementing partners for project activities, and facilitate interactions between the different partners to ensure smooth and coordinated implementation of different activities/outputs of the project;
  • Work closely in collaboration with the International Project Coordinator to ensure high quality & timely delivery of planned project activities in compliance with FAO administrative and financial rules and regulations;
  • With support of project team and international project coordinator, prepare Terms of References to mobilize inputs from consultancies and Letters of Agreement, prepare training packages, and specific FAO technical support needed for the different outputs;
  • In collaboration with International Project Coordinator, prepare all required technical reports, project concept notes, proposals and briefing documents and related information.
  • Organize the missions of the FAO Representation staff and international consultants and provide translation support to the international consultants during their mission in the target areas as required.
  • Work closely with the project field staff and implementation partners in selecting beneficiaries; small scale infrastructure activities; monitoring and report on distribution of inputs and development of small=scale value chains.
  • Lead the organization of the Project Steering Committee meetings and other project regular reviews.
  • Monitor the implementation of COVID-19 risk awareness and prevention measures at local level.
  • Ensure the implementation of the communications and visibility plan of the project.
  • Contribute to the further development of FAO’s resilience building programme and resource mobilization in Lao PDR.
  • Contribute to the preparation of Project Final Report.
  • Perform other duties when required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree, or preferably master degree, in agriculture, social sciences, international development, public health, business administration or other related fields.
  • At least 5 years of relevant work experience with at least 2 years at the managerial level.
  • Have experience working with international organizations including INGOs, bilateral or multi-lateral agencies, and with UN agencies is desirable.
  • Good working knowledge of English
