OBJECTIVES OF THE PROGRAMME

The missionof WHO's Health Emergencies Programme is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) and the Cluster Approach, at the country level, the incumbent will support the Health Cluster team on information management, risk analysis, needs assessment, strategic and operational planning policy, procedures and best practices, monitoring, project management, and data management.

Under the direct supervision of the Cluster Coordinator, the incumbent shall perform thefollowing tasks:

  • Regularly liaise with health cluster partners operating in the field and prepare mapping matrix of partners by geographic area, type of intervention, number of beneficiaries, etc. Using the partners mapping data identify areas that are not covered
  • Support in organizing regularly partner coordination meetings both at national and sub national level and ensure action points arefollowed up. Together with Cluster Coordinator and field officers, facilitatead-hoc and regular cluster coordination meetings to ensure coordinated COVID-19 response and resources are efficiently used
  • Attend information management working groups meetings organized by OCHA, both at national and sub national level, including intercluster coordination, general coordination meeting and other ad hoc meeting.
  • Support the coordination of data collection and monitoring activities on in the Health Cluster lead project ‘Case Study Elections in Ukraine 2020 and COVID-19 related precautionary measures impact' and on other mass gathering events happening in Ukraine related to Health Cluster activities.
  • Conduct analysis of current processes and practices,document lessons learned and make recommendations for the improvement and simplification of planning, performance monitoring and assessment processes
  • Weekly/monthly/quarterly/yearly timely and high-quality collection, analyses, production and dissemination of data/information. This includes:

- 3-4-5 Ws(COVID and HRP)

- internal and externalsituation reports (SitReps),

- bulletins,

- rapid needs assessments/health service resources mapping

- health risk assessments,

- Public Health Situation Analysis;

- health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP).

- Daily/Weekly Management of datasets and databases according to need

  • Daily Creation and maintenance of data collection tools and secondary data repositories according to need
  • Support Mapping of Emergency Medical Services in Government Controlled Areas
  • Weekly/monthly sharing of essential inter-cluster communicationand information tools
  • Ad hoc requests from Health Cluster Coordinator on Information Management

REQUIRED QUALIFICATIONS

Education

Essential: An university degree in Information Management, Statistics, Computer Science, Public Health, or Epidemiology; Business or Public Administration, complemented by training in information management from an accredited/recognized institute Desirable: Post graduate studies or specialized training in emergency management, international aid, humanitarian principles and/or international humanitarian law.

Experience

Essential: At least two years of relevant experience, at national level, in information management and/or monitoring and evaluations in emergency and humanitarian relief operations, including experience in health programmes in chronic and acute, sudden-onset emergencies/ outbreaks; Desirable: Relevant work experience in WHO, other UN agencies, relevant nongovernmental, health cluster partners or humanitarian organizations.

Skills

Demonstrated technical skills mainly in database and analytical software (SQL, STATA, R, etc..).

Advanced ability to design, manage, analyze and coordinate complex information system projects, computerbased applications and databases, web-based tools (i.e. Power Bi, Tableau etc..) and visual software (Adobe Illustrator)

Good level of analytical and statistical skills.

Understanding of the overall inter-cluster/sectoral health emergencies response and related national priorities.

Knowledge and experience of disaster prevention and preparedness programmes, the health cluster approach and the incident management system.

Experience of working in a team

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
