ORGANIZATIONAL SETTING

The Food and Agriculture Organization (FAO) Representation in Indonesia is responsible for leading FAO's response to Indonesia priorities by developing, promoting and overseeing strategies for addressing food security, agriculture and rural development objectives. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Offices, Centres and Divisions at regional and headquarters, develops, promotes and oversees FAO's strategic response to country priorities. also advises on the incorporation of country priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. FAO Representation in Indonesia serving as the channel of FAO's services to governments and other partners (donors, NGOs, Civil Society Organizations, research institutions, etc.). The FAO representation in Indonesia helping governments to prevent disasters, assess damage, and assist them in the reconstruction and rehabilitation of the agricultural sector.

The post is located in the Emergency Centre Transboundary Animal Diseases Programme in Jakarta, Indonesia

REPORTING LINES

The National Operations Specialist – Emergency Centre for Transboundary Animal Diseases (ECTAD) Programme shall work under the overall supervision of the FAO Country Representative, and working in close coordination with FAO Emergency Centre for Transboundary Animal Health Diseases (ECTAD) Indonesia Programme Team Leader, technical officers, the FAO Indonesia Operations/Admin Teams, relevant government counterparts, and implementing partners. The incumbent will also supervise the performance of the one ECTAD National Logistic Assistant, one ECTAD Senior IT Assistant, and five ECTAD Operations Assistants.

TECHNICAL FOCUS

The National Operations Specialist will perform a range of duties related to the operational objectives of the FAO ECTAD Global Health Security Project other relevant project under ECTAD program in Indonesia. The incumbent shall familiarize him/herself with FAO’s corporate operational policy and guidelines to ensure mandatory coherence of all operational outputs.

TASKS AND RESPONSABILITIES

The National Operations Specialist will:

• Act as a single point of contact between ECTAD programme staff and the FAO Operations Team on operations matters; • Provide day to day operational support to all projects under the ECTAD Indonesia Programme; • Liaise continuously with the ECTAD Team Leader, CTA, technical advisers and other ECTAD programme staff as well as with FAO-Operations staff on Operations matters acquiring all the needed information to take action on operations issues; • Assist the Senior Operations Officer to monitor ECTAD project budgets providing all the needed information through the FAO web-system; • Prepare draft Financial Summary information for inclusion in ECTAD Project Reports; • In liaison and coordination with ECTAD Operations Assistants and other relevant ECTAD staff, the National Operations Officer will: - Provide Operational pre-clearance for ECTAD Internal Travel Authorization (ITA) requests for further submission to the Senior Operations Officer; - Review/revise draft Service Contracts and Letters of Agreement (LOA) for further submission to the Senior Operations Officer; - Review Estimated Budget (EB) requests before submission to the Senior Operations Officer for operational clearance; - Assist ECTAD team members in budget/workplan formulation; • Continuously review/monitor ECTAD project work plans ensuring: - All the proposed activities are accommodated within the available budget; - Track and generate reports on the work plan expenses status; - Check budget availability when activities are to be initiated; - Identify the correct work-plan code assigned to each proposed activity; - In coordination with relevant ETAD programme staff prepare procurement plans according to the activities included in the work-plan; - Initiate procurement action, according to the work plan time frame raising Procurement Requests (PR) in the FAO Global Resource Management System (GRMS) and follow up the procurement process/status with the procurement team; - Local Travel Country Initiator, according to the work plan time frame raising Local and International Travel Authorization (LTA) for ECTAD Staff, in the FAO Global Resource Management System (GRMS) and follow up the travel reviewer/project finance support;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

MINIMUM REQUIREMENTS

• University graduate in a relevant subject (preferred) • Working knowledge of both spoken and written English; fluency in Bahasa Indonesia; • Five (5) consecutive years’ experience in project/programme operations and support; • National of Indonesia.

Technical/ Functional Skills

• Strong experience in operations-related matters, project planning and monitoring for the implementation of large emergency and/or development programmes; • Ability to perform a variety of tasks related to work contracts, asset procurement and management, reporting, and budget monitoring; • Previous employment in an international organization preferably within the UN specialized agencies (Preferred); • Possess good planning, coordination, interpersonal and communication skills; • Proficiency in MS Office, particularly in Excel, Word and PowerPoint; • Ability to work in a multi-cultural environment with sensitivity and respect cultural diversity; • Ability to work with minimum supervision and under tight time constraints; • Willingness to undertake on-the-job training in specific management tools or application programmes.
