Organizational Setting

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations. With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2022 2025 has four priority areas: (1) One Health (OH); (2) Climate change response, environment and natural resources management; (3) Food safety, sustainable production and consumption, and equitable livelihoods for all; and (4) Governance, Gender and PWDs. The incumbent’s tasks will mainly contribute to the fourth priority area.

Reporting Lines

The incumbent will work under the overall guidance of the FAO Representative in Viet Nam, the direct supervision of ECTAD Senior Technical Coordinator of the Emergency Center for Transboundary Animal Disease (ECTAD) in Viet Nam, and in close collaboration with FAO Viet Nam, relevant government colleagues and the ECTAD team at FAO Regional Office for Asia and the Pacific (FAO RAP).

Tasks and responsibilities

• Maintain the operational structure, workflow, and procedures to ensure timely delivery of necessary inputs, quality assurance, and risk management during project implementation, in line with FAO administrative rules and regulations • Provide operational coordination and support for ECTAD and other FAO projects in Viet Nam • Support the development of and provide operational inputs for project documents, proposals, and work plans for internal clearances; work with FAVIE units as well as partner institutions to facilitate the operational and financial closures of those projects in the final phase • Provide inputs for personnel, technical support services, sub-contracts, training, equipment/supply, and other needs related to project operations • Manage budgets and field expenditures of the projects including maintaining and monitoring shadow budgets, financial and management plans • Monitor and follow-up the contracts of ECTAD personnel, including quality assessments, and reporting • Coordinate and contribute to the preparation of internal operational briefs and monitoring tables • Provide operational inputs to reports • Undertake field missions in support of field operations • Perform other duties if required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in finance, business management or other related fields • At least 5 years of relevant experience working in project coordination and management • Working knowledge of English with excellent writing skills • National of Vietnam

• Strong organizational and interpersonal skills; • General knowledge of agriculture and environment is desirable • Strong analytical thinking and interpersonal skills • Working experience in development projects/international organizations/NGOs/UN agencies is an advantage • Working experience with government authorities in Viet Nam • Knowledge of common office software applications
