Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency, and post-crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

The project “SDG-Aligned Budgeting to Transform Employment in Mongolia” aims to support increased employment and promotion of decent work in Mongolia. The Project is managed by UNDP in partnership with FAO and ILO. FAO will contribute to the Employment Promotion Component of the project. This component combines efforts towards four outcome areas for boosting employability: existing national programmes for employment, Mongolia’s ecosystem for enterprising/innovation, the range of skills and capacity development services, and scalable pilots that can yield insights for policy directions which, in turn, inform the first three. FAO’s main outcome will be to undertake selected pilots with scope for scaling up, with large-scale potential for youth employment and training, especially in rural areas. The experience of pilots will contribute to effective public-private partnership models, building evidence, establishing lessons, and policy development, and better informing national programmes, apart from expanding opportunities and worker productivity.

Reporting Lines:

The incumbent will work under the overall supervision of the FAO Representative and direct supervision of the National Project Managers of the selected projects, and in close liaison with the AFAOR and the Communication, Operational, and Admin staff of the FAO.

Technical Focus:

The “SDG-Aligned Budgeting to transform employment in Mongolia” project aims to enhance public and private sector capacities, support the creation of decent work, specifically for youth employment and promote inclusive agro-enterprises for product development within value chain development.

Tasks and responsibilities:

  • Elaborate and/or update a sound Monitoring and Evaluation (M&E) framework for selected projects based on the project documents and the scope and type of activities carried out,
  • Prepare and implement the M&E action plan for the selected projects and report on progress made towards achieving the project outputs and project outcomes,
  • Fine-tune /if necessary/ monitoring, baseline and impact indicators for the project success,
  • Ensure that indicators are gender sensitive (disaggregated by age and sex) and data and information are collected and analysed in a gender-sensitive way,
  • Report monthly, quarterly, half-yearly and annual progress on the project activities to the Project Managers,
  • Prepare Issues Log and Risk Log for the project,
  • Collect data from field surveys, interviews with different stakeholders, and other sources.
  • Monitor the sustainability of the projects’ results and impact,
  • Recommend criteria for the selection of beneficiaries for FAO project activities based on findings from needs assessments,
  • Monitor that the beneficiary identification and selection processes follow these criteria and identify challenges and make recommendations for improvement as necessary,
  • Provide feedback to the Project Managers on project strategies and activities, recommend updates or modifications to further improve the logical framework by evaluating project activities, and suggest strategies and actions for improving the efficiency and effectiveness of the projects by identifying potential bottlenecks and developing plans to minimize or eliminate such bottlenecks,
  • Develop project status reports in English and Mongolian with inputs from technical officers and including the findings of M&E activities and assessments and lessons learned,
  • Liaise with the communication officer to provide messages on the impact of project activities,
  • Provide required inputs to FAO project reports,
  • Assist the project personnel in the use of M&E tools,
  • Provide any relevant technical training to the local governments and Project implementation team on M&E and reporting-related matters,
  • Prepare and maintain database,
  • Perform other M&R and reporting duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree in business administration, international relations, social science, economics, statistics, agriculture, environment, and/or any relevant fields,
  • At least seven years of professional experience, preferably in the field of development and/or monitoring & evaluation,
  • Fluency in written and spoken English,
  • Nationality of Mongolia

  • Teamwork and strong soft skills including interpersonal, ethical, listening, and communication skills, proactive, problem-solving, self-organizing, planning, setting priorities, and efficient use of time.
