Organizational Setting

The “School food nutrition guidelines and standards for safeguarding children and adolescents’ right to food” project aims to accomplish two mutually-reinforcing outcomes: 1) improve children’s and adolescents’ diets, through the regular consumption of school food that is better aligned with their food and nutrition needs and situation, and through the adoption of health-promoting food practices, and 2) enhance legal recognition and civil awareness of adequate school meals/food as legal requirements to children’s right to food.

The overall strategy to achieve the outcomes is centred on constructing a global methodology for developing cost-effective, feasible, participatory, context-specific, flexible and (food) systems-based school food nutrition guidelines and standards (NGS), and to promote tools and complementary measures that can enhance their impact, as well as their integration into national legal and policy frameworks anchored in the Right to Food.

The methodology will be piloted in Ghana and Cambodia at subnational level with the purpose of testing, reviewing, improving and measuring results, and documenting lessons learned. Global and country level capacity development, communication and advocacy strategies are planned to further support and complement the results.

Reporting Lines

The Legal Specialist works in close coordination with the National Project Coordinator, under direct supervision of the Head of Operations, the overall supervision of the FAO Representative in Cambodia and the technical direction of the Lead Technical officer (LTO) and Legal Officer (LEGN) and in close coordination with Project Team based in ESN and LEGN, Rome.

Tasks and responsibilities

  • Develop a work plan for the consultancy including timeframes for regular updates to the national coordinator, legal and policy international consultants and HQ technical and legal advisors;
  • Conduct an assessment focused on the existing legal and policy framework in Cambodia in accordance with provided guidance, including:

  • A methodology for the development of the policy and legal assessment.

  • A map of stakeholders to be contacted and interviewed.
  • Guidance by the technical team in ESN and LEGN.
  • Existing reports and analysis relevant to school food and nutrition and to NGS in Cambodia.

  • The legal assessment should include:

  • A desk review of policies, laws and regulations that are directly relevant to NGS and school food and nutrition.

  • A legal analysis including the identification of regulatory weaknesses and gaps related to the nutritional dimension of school food and nutrition.
  • Recommendations to strengthen the existing policy and legal framework.

  • Other related tasks to be undertaken:

  • Prepare a PPT presentation with the main findings of the analysis and recommendations.

  • Support the formulation of relevant legislation upon request (e.g. integration of NGS into legislation);
  • Present the legal analysis and proposed legislation (if applicable) to the pertinent authorities, at FAO's request.
  • Provide technical input to an outline of short manuals with global guidance on how to integrate school meal NGS within legal and policy frameworks; Participate in regular project meetings at the country and global levels;

  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in law.
  • At least 5 years of relevant working experience in analysis policy of policy and legal frameworks (experience in food/nutrition and health law will be given priority consideration).
  • Working knowledge of English and Khmer
  • National of Cambodia or resident in the country with a regular work permit.

Technical/Functional Skills

  • Extent and relevance of experience in conducting legal research and analysis.
  • Demonstrated knowledge on nutrition and health policies will be considered an advantage.
  • Ability to engage and deal with stakeholders at national, sub-national and district level.
  • Ability to produce quality reports both in English and Khmer
