Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a National Legal Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The National Legal Specialist will is an SC 9 position will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Team Leader. The National Legal Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Collect, review, and analyse the existing legislation relating to animal health, the veterinary services, hatchery management, control of veterinary drugs, Feeds and Fodder production and marketing, inputs, product development and value addition, animal transport, slaughter, waste management, and any other legislation relevant to this project;
  • Collect and analyse regional and global policy and legislation, compare with domestic legal frameworks, identify gaps and draft document for minimizing the gaps
  • Participate in surveys, assessments and studies of the project and provide legal advice to assess the objectives to be attained by updating legislation, acts, rules and policies;
  • Prepare an interim report to be submitted to FAO LEGN, stating findings, conclusions and recommendations for any revisions to the legal framework applicable to the veterinary and livestock sectors;
  • Draft and discuss with the responsible legislative drafting authorities and recommend rules and policies, any amendment requires
  • Provide inputs into the project mid-term review and final evaluation.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Law or related disciplines with at least 10 years of involvement preferably in livestock/agriculture related laws.
  • Evidence based legislation formulation experience especially in safe feed and food production and marketing and quality certification system development for safe food production
  • Nationality of Bangladesh

Technical/Functional Skills

  • Proven experience in capacity building and supporting the implementation of food safety development projects
  • Proven record of working similar type of evaluation assessments on livestock/agribusiness in the national/international scenario.
  • Demonstrated knowledge and understanding of agribusiness/dairy/livestock related sectors in Bangladesh
  • Proven skills in programme monitoring and coordination;
  • Demonstrated innovative thinking and practical execution;
  • Ability to solve problems, use initiative, and manage work under limited supervision;
  • Applicant have a working knowledge of English (written and verbal) and local dialect is preferred.
  • Any other tasks assigned to him/her by the team leader.
