Organizational Setting

The position is located at the FAO Representation in Georgia. The main aim of the FAO country offices, which are headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The National Junior Operations Specialist will work under the overall guidance and responsibility of the FAO Regional Programme Leader and the FAO Programme Coordinator, and the direct supervision of the Deputy Programme Coordinator for conflict-affected areas and in close collaboration with FAO staff based in Tbilisi, Zugdidi and Sukhumi.

Technical Focus

The National Junior Operations Specialist will provide overall Operations support to the FAO Programme in conflict-affected areas.

Tasks and responsibilities:

• Reviews and monitors project budgets, prepares budget requests for installments and budget reports or revisions as required; maintains and alerts about budget expenditures and resources; reviews project' transaction listings with a view to identifying errors in accounting against budget lines; • Prepares and submits the Project Implementation Reports (Financial); • Ensures the complete and quality of data and documentation in the FAO corporate systems FPMIS for all assigned operational field projects/activities; • Assists in the supervision of national project administrative/ operations staff to ensure timely delivery of the necessary inputs and logistics support consistent with the planned project work plans, detailed field activity plans and procurement plans. • Assist in ensuring consistency of project operations with the overall Programme objectives; • Assist in providing assistance for necessary arrangements for incoming and outgoing missions, including preparing local travels related to operations, organizing the cargo transfers across the Administrative Boundary Line; • Frequently monitor and review project budgets to ensure that budget implementation is in line with set work plans and propose corrective actions when necessary; • Provide assistance to the Programme Officer for preparing Purchase Requisitions • Provide support to the portfolio’s Steering Committees meetings and ensures their secretariat (agenda, minutes); • Provide support in planning, organizing and coordinating workshops, trainings, field missions and other events to Portfolio Projects; • Review implementation of major agreements (LoAs) and contracts and ensure an updated tracker/record is kept; liaison with Finance teams for the timely release of payments/instalments; • Examine operational requests from the Portfolio’s projects and analyse and prioritize responses; • Support remotely or in the field the preparation and implementation of surveys related to agriculture baselines, needs assessment/beneficiary impact assessment. • Maintain the projects records and filing (ToRs, BTORs, final reports, PPTs, etc.) • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• A university degree in Economics, Business Administration, International Relationships or relevant field. • 2 years of experience in field work in administration/operations/project management. Experience in conflict-affected areas will be an asset. • National of Georgia • Very good knowledge of the MS Office package. • Working knowledge (Level C) of English, Russian and Georgian;
