The objective of the assignment is to support MoFAGA to manage information, document progress and report on MSNP-II implementation in level. Similarly, this assignment will also assist in planning, implementing, monitoring and coordination at province and local governments.

How can you make a difference?

The Information Management, Documentation and Reporting consultant will provide technical assistance to the Local Level Coordination Section, Federal Affairs Division of Ministry of Federal Affairs and General Administration to achieve the following tasks:

The major tasks of the consultant are;

Information management

  • Support capacity development of federal authorities and stakeholders to use and manage the WBRS for monitoring of MSNP-II implementation and for annual reporting purposes
  • Support establishment of WBRS in new local governments where MSNP-II is scaled up and where MSNP is already being implemented, to strengthen its use
  • Prepare/update the contact database of all sectors involved in MSNP-II implementation at federal, provincial and local levels

  • Support to carry out 3W (who, what and where) mapping of nutrition and food security stakeholders at the federal, provincial and local levels

  • Support capacity development of NPC, provincial and local authorities to maintain and update the WBRS as required

  • Design and develop capacity building package operational manual for WBRS

  • Facilitate to conduct WBRS training and orientation at all levels
  • Build capacity of IT Officers/MSNP Volunteers involved in implementation of MSNP at local level to operate WBRS
  • Prepare induction strategy and implement for WBRS at all local levels
  • Support to harmonize sectoral MIS system with MSNP-WBRS
  • Support to Province MSNP Coordinators to set up and scale up MSNP-WBRS
  • Support to develop mobile version reporting system and ensure its implementation
  • Develop procedures and manuals for quality assurance and for maintaining confidentiality of data
  • Conduct regular data management functions to comply with standardised data management practice
  • Monitor project progress and data quality through field visit, provide feedback and keep regular communication with related MSNP Volunteers

Reporting

  • Support to conduct regular review meeting of nutrition and food security agencies working in the federal, province and local level
  • Support the preparation of reporting formats and share with provinces and local governments to ensure timely reporting
  • Coordinate with MSNP Volunteers for reporting on the implementation of MSNP activities
  • To track progress on the implementation of the multi-sector nutrition and food security planning framework
  • Develop the real time reporting system to record the progress of MSNP interventions
  • Facilitate to prepare regular reports in coordination with relevant staff members and submit to the concerned officials on time
  • Ensure complete and timely reporting of data and updates through the implementation of an efficient data management system
  • Document best practices, success stories, case studies and lessons learned at federal, province and local levels

Capacity building

  • Prepare capacity development plan for monitoring the MSNP activities based on pre-selected indicators at federal, province and local levels
  • Contribute to capacity development of support team through training, workshops in M&E, data management and analysis, best practices, case studies etc.
  • Participate in assessment and evaluations of MSNP review process and regularly develop progress reports
  • Support to local and province to update the indicators-based reporting on trimester basis

Coordination

  • Liaise with the MSNP Volunteers and Provincial MSNP Coordinators to obtain relevant reports and information
  • Liaise with the key sectors and stakeholders for food and nutrition security plan and ensure that their M&E frameworks and plans are aligned with the MSNP-II
  • Work with the team members to identify and engage with federal, province and local level agencies and explore areas of engagement to promote and enhance use of ICT based reporting system

Duration of the contract:

The total duration of the consultancy is 11.5 months tentatively starting from 15 January 2021.

Deliverables for this Assignment:

And regular update of MSNP implementation of local and provincial level15 September 2021 Submission of annual review report of FY 2077/2078 MSNP implementation through WBRS and Integrated AWPB of LLs for implementation of MSNPII. And regular update of MSNP implementation of local and provincial level 15 November 2021 Submission of report for the followings:

  • Capacity building report on WBRS to local, district and provincial levels
  • Submission on training package on WBRS
  • Annual review report of FY 2077/78

Integrated AWP of FY 2078/2079 for MSNP implementation 31 December 2021 To qualify as an advocate for every child you will have…

  • Advanced University Degree in statistics, public health nutrition, nutrition policy, social science, management and /or programme management, is required.
  • Work Experience: A minimum of 5 years of professional experience working on information management, monitoring and reporting preferably in the nutrition and governance sector
  • Experience working on similar or related project with the Ministry of Federal Affairs and General Administration (MoFAGA) and other Ministries or any government institutions. Experience in MSNP program/project management is an asset.
    • Special skills;
    • Having wider knowledge on Multi-sector Nutrition Plan (MSNP) and its mainstreaming in local level planning process
    • Good data analysis and database management documentation and reporting skills
    • Previous work experience with UNICEF or UNICEF supported project or MoFAGA and other ministries in governance sectors is preferred.
    • Language Proficiency / Computer Skills
    • Proficient in speaking/writing in English and Nepali
    • Good computer skill in Excel, Word, PowerPoint
