Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Reporting Lines:

Under the overall supervision of the FAO Representative in Mongolia, and the technical supervision of the Lead Technical Officer (LTO) of FAO and National Project Coordinator appointed by the Ministry of food, agriculture and light industry (MoFALI), the Incumbent will play a key technical role in supporting e-Agriculture strategy implementation in Mongolia.

Technical Focus:

FAO and MoFALI is jointly implementing a Technical cooperation project to take significant steps to integrate the existing separate IT systems deployed in the agriculture sector of Mongolia. The expected outputs include i) development of digital agriculture implementation action plan; ii) a resource mobilization strategy for implementing e-agriculture strategy and; iii) identification of digital agriculture solutions.

Tasks and responsibilities:

• Play a leading role for developing the Digital Agriculture Architecture (DAA) of the Ministry of Food, Agriculture and Light Industry (MoFALI). The system analyst will be responsible for solving the MoFALI’s digital agriculture architecture development issues through using IT analysis and design techniques. The architecture means the overall design of the MoFALI’s computing system and the logical and physical interrelationships between its components, which specify the hardware, software, access methods and protocols used throughout the whole system; • Define and analyze the existing IT systems and digital solutions in the agriculture sector, and make a concrete action plan for interacting the systems through existing software and protocols; • Work closely with the system admin and others to determine the hardware requirements of digital agriculture system such as the existing IT system configuration, operation of computer systems (incl. all servers), and system upgrade methods and plans, necessary for the digital architecture development; • Lead and manage the team toward a common goal to achieve expected outcomes, to arrange and distribute tasks among the team, and consolidate end results into the final reporting; • Prepare and ensure the excellent quality of the final report and products, specifically for the Digital Agriculture Architecture and the Action Plan; • Take main responsibility for developing the resource mobilization strategy towards digital agriculture development, and capacity development plan (for the IT division of the MoFALI) using the outcomes of the work done (above) and to finalize the two plans by obtaining relevant inputs from other team members; • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in Computer science, engineering, or related discipline; • 12 years of work experience in diverse IT fields including digital technologies, and system and database development, and analysis; • Working knowledge of English, and limited knowledge of another FAO official languages; • Nationality of Mongolia. Technical/Functional Skills

• Proven work experience in implementing information security systems across various technology platforms, development and operation of various systems and databases is highly desirable; • Demonstrated ability on IT infrastructure, data management, system analysis and managerial work experience in public, private sector and international level is an asset; • Strong interpersonal skills and ability to dialogue with diverse stakeholders to create consensus around issues and capable of working in multi-cultural environments;
