Organizational Setting

FAO mandate in Georgia is to support national efforts to promote food security and sustainable development of agricultural sector. FAO priorities in Georgia reflect the objectives and priorities of the Government set in the strategy papers related to agricultural development. In essence FAO assists the Government in creating and implementing an institutional, legal and regulatory environment. At the same time, FAO supports individuals working in agriculture – farmers, cooperatives, companies etc. by providing technical and financial assistance.

Reporting Lines

The National Evaluation Specialist will be under the overall guidance and responsibility of the FAO Representative in Georgia; direct supervision of the FAO Programme Coordinator and close collaboration of the Evaluation Manager) and day to day guidance of the International Evaluation Specialist who will act as Evaluation Team Leader.

Technical Focus

Support in conducting a mid-term evaluation of the project FAO Support to the Georgian agricultural sector under the ENPARD III program.

The overall objectives of the mid-term evaluation are:

The overall objectives of the mid-term evaluation are:

  • Assess the strategic relevance of the project’s interventions in responding to the needs of Georgia in agricultural sector;
  • Assess the project’s contributions to results and outcomes in areas identified in the project;
  • Identify lessons learnt as well as enabling and limiting factors for results;
  • Assess the progress of the project towards its objectives;

The evaluation will examine the three areas:

area 1. Capacity development of the MEPA

area 2. Grant support to farmers/agricultural companies

area 3. Technical support to the farmers

The evaluation will also cover the following crosscutting issues: gender, climate smart agriculture, governance.

Tasks and responsibilities

  • Support Finalization of evaluation ToR and evaluation tools
  • Support developing Draft evaluation report
  • Review relevant background documentation made available by the project team, including project progress reports, project documents, strategies and M&E plan, progress and final reports, workshop and technical reports, another relevant document.
  • Contribute to the development of and follow the methodological approach, contribute to finalizing evaluation tools including the evaluation matrix, questionnaires, checklists and interview protocols as appropriate and agreed with the Evaluation Manager;
  • Support the assessment of results in the assigned specific technical area, including assessing outputs, deliverables and associated activities carried out, and ensuring that specific evaluation questions and tools are designed for this purpose;
  • Contribute to the assessment of cross-cutting issues in coordination with International evaluation Specialist.
  • Conduct the collection of primary data through, interviews and meetings, face to face or virtual, with relevant stakeholders; project team, MEPA, project partners, other external partners, and ultimate beneficiaries as appropriate;
  • Participate actively in the collection of relevant secondary data, in addition to the initial desk reviews carried out by evaluation team, as required and identified in the evaluation matrix;
  • Participate in field trips to various project sites;
  • Contribute to the consolidation of all evidence collected during the evaluation process in a structured format following the key evaluation questions and criteria to produce evaluation findings. Ensure that all the findings are sufficiently validated;
  • Participate in the analysis and discussion of evaluation issues and questions with the team and formulation of the findings, conclusions and recommendations in her specific field of expertise and as discussed and agreed with the Evaluation Manager;
  • Contribute to deliverables planned in the overall ToR. This will include inception report and the final draft report according to the specifications provided by OED; integration of comments and suggestions received from FAO and other stakeholders as appropriate; and case studies as agreed with the evaluation manager;
  • Provide support as needed to the evaluation specialists during the preparations for and the execution of the mid-term evaluation.
  • Participate in presenting the evaluation findings to key stakeholders;
  • Provide typed meeting notes for all interviews conducted.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • The candidate must have an Advanced University Degree in the field of agriculture economics, economics, social science or related fields
  • Minimum five years of experience in project implementation and/or evaluation and/or research on subjects relevant to the ToR is required.
  • Experience in evaluation of EU funded projects is required.
  • Experience in evaluation or implementation of grant schemes for individuals is required.
  • Knowledge of Georgian context and experience of working in Georgia is required.
  • Working knowledge of English language and Georgian. Russian would be an asset.
