Organizational Setting

FAO in Lao PDR is implementing the project “Assistance for Smallholders and Socially Vulnerable to Preventing Spread of the COVID-19 in Lao PDR” no OSRO/LAO/100/JPN. The project is funded by the Government of Japan. This project targets 7 000 most vulnerable households (approximately 37 100 people) who have been most impacted by COVID-19, in particular women-headed households, women producer groups, youth and returning migrant workers in Luang Prabang and Oudomxay Provinces. They will receive COVID-19 risk awareness raising and protection measures, and a support for more resilient crop, agro-forestry and livestock-based livelihoods. Simultaneously, the project will strengthen the COVID-19 risk management capacity of provincial and district level authorities, including the health, disaster risk management, social welfare and labor, agriculture and other concerned sectors through a multi-hazard approach.

Reporting Lines

Under the overall guidance of the FAO Representative in Laos and direct supervision of International Operations Specialist, and in close collaboration with the Lead Technical Officer, National Project Management Consultant and Project Coordinator

Technical Focus

The incumbent will be primarily responsible for the successful implementation of the projects.

Tasks and responsibilities

  • Provide technical support to ensure smooth and timely implementation of project activities related to Disaster Risk Management (DRM) and Climate Change Adaptation (CCA).
  • Work closely with international experts to develop frameworks/guidelines/training materials for multi-hazard DRM, Community-Based Disaster Risk Management (CBDRM) incorporating risk of pandemic such as COVID-19, in consultation with the Ministry of Agriculture and Forestry (MAF), Ministry of Health (MOH) and Ministry of Labour and Social Welfare (MoLSW) as appropriate.
  • Work in close collaboration with the relevant stakeholders to support the data collection in relation to damage and loss database, disaster related information, etc….
  • In collaboration with the relevant stakeholders, design and deliver training in DRM/CBDRM and mainstreaming DRM into agriculture for provincial and district officials
  • Develop plan and implement activities to build capacities of district officers and village leads/Village Disaster Protection Unit (VDPU) to disseminate integrated agro-meteorological and disaster/COVID-19 awareness and early warning messages to communities through community radio systems
  • Facilitate the development/update of provincial and district DRM/Preparedness and Emergency Response Plan, incorporating pandemic.
  • Ensure the incorporation of vulnerability, risk and DRM/CCA capacity assessments in baseline surveys and design of relevant project activities and M&E
  • Facilitate the development/update of provincial and district DRM/Preparedness and Emergency Response Plan, incorporating pandemic.
  • Prepare a completion report on DRM/CBDRM activities under the project.
  • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Master of Agriculture, Climate Change, Environment, Nature Resource Management, Agribusiness, Agronomics, Development Studies, Economics, Social science or other related fields
  • At least 3 years of relevant professional experience, probably with international organisations.
  • Good working knowledge of English
  • Nationality of Laos

Technical/Functional Skills

  • Demonstrated ability to design DRM/CCA materials and deliver the training
