Organizational Setting

FAO’s Anticipatory Action (AA) translates warnings into anticipatory actions to reduce the impact of disasters on vulnerable and food insecure communities. Acting early, before a disaster has actually happened, or reached its peak is critical: it can save lives and protect livelihoods from the immediate shocks while increasing the resilience of local communities over time. AA is a key element of FAO’s Strategic Programme 5: ‘Increase the resilience of livelihoods to threats and crises’. FAO’s AA work includes global level (risk analysis, advocacy and partnerships) as well as country activities (setting up country level Anticipatory Action systems and implementation). Reporting Lines

The National Disaster Risk Management and Anticipatory Action Coordinator directly reports to the Socio-Economic, Climate Disaster Resilience and Environment and Natural Resources Team Leader.

Technical Focus

This engagement aims to support the mainstreaming and implementation of early warning and anticipatory action at the country level. FAO’s AA programme is part of a growing number of anticipatory approaches to crises being implemented by organisations worldwide such as Forecast-based Financing (FbF). In FAO, this initiative is supported by a number of resource partners including the EU, Australia, Germany, Belgium and Sweden. FAO AA programme also promotes anticipatory action through Risk-Informed and Shock Responsive Social Protection (RISRSP). In the Philippines, FAO coordinates a consortium of UN and NGO partners to work with the government on integrating AA and SRSP nationwide and in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Philippines is also spearheading this agenda in the ASEAN through a regional programme funded by EU and led by FAO.

Tasks and responsibilities

The Disaster Risk Management and Anticipatory Action (DRM/AA) Coordinator shall contribute in the implementation of disaster risk management and anticipatory initiatives under the Joint SDG Programme “Ensuring inclusive and risk-informed shock-responsive social protection resulting in more resilient communities in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)”.

The Coordinator will also focus on the drafting of a flood Anticipatory Action Protocol (AAP) in BARMM, and the revision of the BARMM READi Operations Manual, which are integral to the implementation of the aforementioned projects and part of the preparatory activities for the conduct of a Simulation Exercise. He/She will also work in collaboration with the Joint Programme Coordinator and under the technical supervision of the Lead Technical Officer from FAO Regional Office for Asia and the Pacific.

Specifically, he/she shall perform the following tasks:

  • Provide programmatic and technical support to the drafting of flood AA protocol and in the writing/updating of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Operations Manual of the Rapid Emergency Assistance for Disaster Incidence (READi) under the Ministry of the Interior and Local Government (MILG);
  • Conduct consultations and validation activities with key stakeholders with the objective of building a consensus on the flood AA protocol and the READi Operations Manual;
  • Provide technical inputs and support the aforementioned programmes’ implementation plan(s), ensuring synergies of activities to maximize the available resources and impacts;
  • Review the existing plans, policies and relevant documents to deliver on the agreed output;
  • Support the conduct of the Simulation Exercise for AA for flooding induced by heavy rains to include facilitating dialogue between partners, information gathering and supporting conclusions and recommendations;
  • Support the existing AA Technical Working Group in the process of developing their Strategic Plan for hazard specific anticipatory action plans and protocols to support the harmonization of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) and Social Protection through Risk Informed Shock Responsive Social Protection (RISRSP);
  • Support on-going coordination with the Mindanao Development Authority (MinDA) and the Mindanao River Basin Council for the PP Project in BARMM as needed;
  • Draft Terms of Reference (TORs) for the different activities under AA and RISRSP projects;
  • Support the development of the draft scalability framework for floods in BARMM, by sharing information of the different consultancies and activities being undertaken, supporting meetings with government partners and collecting any additional information the consultants may need;
  • Support the design of RISRSP in BARMM LGUs and the documentation of lessons learned;
  • Support the design and conduct the trainings of RISRSP at BARMM level and act as Resource person as requested;
  • Conduct field missions, workshops, orientations and focus group discussions to support efforts in the operationalization of RISRSP and AAa in BARMM and other priority areas in Mindanao;
  • Support FAO Philippines in the conceptualization and preparation of project proposals and engagement with development partners for resource mobilization;

Carry out any other relevant duties within his/her technical competence as may be requested by the FAO Representative

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree in one or more of the following: Agriculture, Early Warning and Risk analysis, Climatology, Disaster Risk Management, Agriculture Economics, Social/Political Science, Food Security analysis or a closely related field.
  • Minimum of 9 years of relevant experience in humanitarian, DRR and agricultural/rural development sectors including work experience with national and international NGOs, UN agencies, governments, and donors. Experience on working on AA projects is an advantage
  • National of the Philippines
