Title: National Consultant: WASH Climate Resilience Duty Station: Jakarta Type of Contract: Individual Consultant Duration: 120 working days (May – 31 December 2021)

How can you make a difference?

BACKGROUND: Understanding the impact of WASH on health, environment, social and economy, the Government of Indonesia intends to provide universal access to safe and sustainable WASH services. The commitment is clearly stated in the National Medium-term Development Goal (RPJMN) 2020-2024. There are 5 main policies to achieve the SDG targets, i.e: (1) improving institutional capacity and governance; (2) increasing commitment of local key decision makers; (3) developing infrastructure and services according to regional characteristics and needs; (4) strengthening partnerships and increasing alternative financial resources, and (5) promoting hygiene behaviour at community level to achieve safe access to water and sanitation. Considering the significant contribution of WASH to prevent disease transmission, the WASH program is also positioned as a critical component of COVID-19 prevention measures which would help to accelerate economic recovery and social reform.

Despite the efforts of the Government towards achieving the national WASH target in 2024, as well as aligning with 2030 Sustainable Development Goals (SDGs) Target 6, there is a specific and pressing need to address climate change risks posed to minimize the adverse impact of climate change on WASH services. Climate change adaptation and disaster risk reduction are closely linked. Extreme climate conditions pose several disaster-related risks in terms of increasing the frequency and scale of disasters as well as enhancing the vulnerability of communities to natural hazards. Developing effective disaster risk reduction methods is crucial for increasing the adaptive capacity to climate change. Adaptive capacity will need to be increased at all levels in the coming years; services must be able to continue to function as needed under increased uncertainty and pressures, changing hydrological/hydrogeological conditions, and more frequent extreme weather events. Focusing on these critical elements will help enhancing the resilience of WASH services to climate change – and this must be at the core of WASH programming.

To initiate the agenda on climate resilient WASH, UNICEF Indonesia has conducted an action research to understand the context-specific impacts and needs of climate change adaptations to ensure safe and sustainable sanitation service in urban areas. In addition, the study would provide proposed recommendations for stakeholders on how to strengthen urban sanitation climate resilience. The study will serve as a basis for UNICEF to identify strategic role that could be provided in improving stakeholders’ capacity to be better prepared to respond and adapt to climate events and climate change.

Aligning with high level advocacy agenda to strengthen political will and improve prioritization, it would be strategic for UNICEF to support the Governments in the agenda of climate resilient WASH service, as Climate Change and WASH will be selected as the main topic for the upcoming Sector Minister Meeting (SMM) which will be conducted in 2022 in collaboration with Sanitation and Water for All (SWA). The SMM is an opportunity for ministers responsible for water, sanitation, and hygiene as well as environment and climate change to come together, to enhance understanding of the crucial role of WASH in both climate adaptation and mitigation. The meeting could also inform the upcoming COP26 to voice the urgency on having an integrated approach of WASH and climate plans and policies.

OBJECTIVE To support the Government of Indonesia in strengthening the WASH policy and programming agenda by incorporating climate resilience by: (1) fostering new partnerships with relevant ministries and stakeholders; (2) improving the synergy between climate change and WASH planning and programming to better deliver resilient WASH services; and (3) exploring potential for climate-related funding for WASH services also inform the ICO Climate Landscape Analysis.

TASKS Under the leadership of WASH team, the consultant will deliver the following: • Identify and develop strategic partnerships with various stakeholders on climate change and WASH programs in collaboration with PME team. Mapping and an In-depth understanding about the national government and non-government stakeholders working on climate change and WASH agenda will help identify strategic partnerships and areas where UNICEF could add the most value. These partners could also include other UN agencies, such as UNEP, UNDP, WHO, government ministries, as well as development agencies and private sectors. • Develop definitions and indicators on WASH climate resilience service which could inform the stakeholders to design and implement the program. The need on having a common understanding and agreed indicators on WASH climate resilience came up strongly in the discussions with the Ministry of Environmental and other related ministries during the research on sanitation and climate change supported by UTS. This will also include the development of a technical note and facilitating awareness raising sessions or workshops. • Climate change and disaster risk reduction: Identify linkages between climate change, disaster risk reduction for WASH building on the work already done in this area; map out existing disaster risk reduction policy documents that articulate the inclusion of WASH and climate change; and ensure that policy dialogues around climate adaptation and mitigation is linked to disaster risk reduction strategies for WASH • Climate change as an entry point to bolster community resilience. This could include mapping of various platforms such as women’s group or community groups and identifying opportunities for building resilience in communities, e.g. through the establishment of women’s kitchen gardens, the participation of women and other marginalised groups in water governance, or engaging school children/adolescents. • Update the guidance on preparing the City Sanitation Strategy (CSS) to reflect climate resilience in sanitation planning and programming. Updating the existing CSS with concrete recommendations would be the practical follow up from the recommendations of the on-going action research on sanitation and climate change. • Intensify policy dialogue on WASH and climate change by leveraging the existing coordination forums on WASH and/or climate change. The consultant will prepare topics and materials for discussions as well organize the meetings as required. An assessment on the implication of UU Cipta Kerja into the integration of WASH and climate change will be also included. The consultant will work closely with PME team as/when needed. • Develop relevant documents to be shared during the upcoming Sector Minister Meeting (SMM) in 2021. As WASH and climate change will be the main topic for SMM, the consultant will support to draft relevant knowledge products, such as technical note, policy brief etc. as required with guidance from the WASH Team in Jakarta. • Explore potential alternative financial resources from climate-related funds for WASH adaptation programmes. In partnership with relevant stakeholders map the funding landscape for climate change in Indonesia including global opportunities for mobilization climate resources/green funds for WASH. The assignment will also include the assessment of technical and institutional feasibility of potential new financial resources for sustainable WASH climate resilient service, including (a) funding mechanism, (b) legal and institutional implications, (c) key challenges in accessing the fund and recommendations to overcome those challenges.

KEY DELIVERABLE The contractor will develop several outputs, i.e.: 1. Inception Report which includes results from stakeholders mapping on WASH and climate change to inform potential partnerships and UNICEF strategic position in this space 2. Draft concept on WASH climate resilience which include definitions and indicators as well as linkages with community engagement and disaster risk reduction (DRR). This will include adapting the UNICEF global guidance to the Indonesian context. 3. Inputs to the updated PPSP guidelines to reflect climate change in the City Sanitation Strategy (SSK) as informed by the action research 4. Knowledge products, such as technical note, policy brief on WASH climate resilience for inter-ministerial dialogue 5. List of potential climate-related funding opportunities for WASH Climate Resilience program including key requirements and processes for tapping these funds 6. Technical inputs to the draft proposal for the Green Climate Fund.

To qualify as a champion for every child you will have… • She/he should have a minimum 15 years of relevant professional experience since graduation, and have necessary professional qualification in WASH sector • Disciplines: education in Engineering, Public Health or a field relevant to international WASH related development assistance. Master of higher qualification is preferable. • Experienced with WASH governance issues, as well as familiarity with the institutional and regulatory framework of WASH sector development in Indonesia. • Has a good understanding on WASH and climate change related issues. • Familiar with different financing options for WASH access and services from traditional and non-traditional sources, including on climate-related fund. • Proven ability in research, dialogue and synthesis of complex information in strategic reports. • Strong writing and analytical skills for quality report writing (a sample of recent analytical report will be requested). • Previous work experience with UNICEF in a similar capacity, is an advantage.
