-PURPOSE OF CONSULTANCY

In the context of WHO’s operations in Ukraine, a Training Facilitator is required to support WHO’s efforts to raise awareness, build capacity, and strengthen efforts to prevent and respond to sexual exploitation, abuse, and harassment by WHO staff, implementing partners, contractors, and suppliers.

BACKGROUND

WHO has Zero tolerance of Sexual Exploitation and Abuse (SEA). These behaviors are harmful to the populations we serve, and violates their rights to dignity, respect, and health.

WHO is committed to scaling up operational efforts to improve prevention, detection, reporting and response to SEA allegations by WHO staff and collaborators, with a focus on protection of beneficiary populations and ensuring a survivor-centered response.

At operational level, WHO works and collaborates with other UN agencies and implementing partners for the joint and collective efforts to implement the UN Protocol on Allegations of Sexual Exploitation and Abuse Involving Implementing Partners and to roll out WHO specific strategies for SEA prevention and response.

DELIVERABLES

The consultant will support the WHO Ukraine office to plan and execute various trainings, as detailed below:

  • Deliverable 1: Facilitate “Introduction to PSEAH” training (2 hours) for all WHO Ukraine staff, including four in-person trainings and two on-line trainings; deliver training report that analyses results from pre- and post-training surveys. (12 days).
  • Deliverable 2: Facilitate one “PSEAH Focal Point Training”, a two-day in-person training, deliver training report that analyses results from pre- and post-training surveys. (4 days)
  • Deliverable 3: Conduct four online PSEAH Information Sessions for WHO contractors and suppliers, deliver training report. (3 days)
  • Deliverable 4: Facilitate “Introduction to PSEAH” training (2 hours) for WHO Implementing Partners, including four trainings, in person and/or online, to be determined; deliver training report that analyses results from pre- and post-training surveys. (5 days)
  • Deliverable 5: Facilitate one “Training of Trainers”, in-person (3 days); deliver training report that analyses results from pre- and post-training surveys. (5 days)
  • Deliverable 6: Facilitate additional training for Health Sector partners to be determined; deliver training report that analyses results from pre- and post-training surveys. (15 days).

All deliverables are expected to be concluded by 30 December 2022.

REQUIRED QUALIFICATIONS

Education

Minimum Master’s Degree in Law, human rights, gender studies or any other related area of expertise.

Experience

Essential

  • 3-5 years of experience working in the areas of protection, human rights, gender-based violence, accountability to affected populations, PSEA, complaints and feedback mechanisms, or any other related area.
  • Minimum 2-3 years of experience in facilitating high-quality training, adult learning, and capacity building.

Desirable

  • Experience in interagency coordination including working with government counterparts.

Skills/Knowledge

  • Facilitation and training skills.
  • Knowledge of adult learning principles.

Languages

Essential: Expert level of Ukrainian and English Desirable: Intermediate/Expert Knowledge of Russian language is an asset.

LOCATION

Off site: remote-based but travel to WHO offices across Ukraine will be required in order to facilitate trainings (pending security clearance).

REMUNERATION

NoB level – of 140 USD/Day inclusive

CONTRACT DURATION

Expected duration of contract is 44 days within 5 months from August – December 2022.
