Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development. In this regard, its programming in the country is connected to two corporate priority areas: enhancing women’s economic empowerment (WEE), and engaging women in all aspects of peace and security processes (WPS), supported by integrated efforts to ensure gender-sensitive plans and budgets and women’s right to live free of violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

To address the global challenges of VAWG, the UN Family (through UN Women, UNDP, UNFPA and IOM) are collaborating with KOICA and the Government of Timor-Leste to support efforts to end violence against women and girls. Through the Joint UN Project Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste (2020-2024), the United Nations has a goal for women and girls in Timor-Leste to be empowered to enjoy their right to live free of sexual harassment and other forms of violence in public and private spaces and to access quality essential services, in line with the SDGs. As part of its efforts to prevent violence before it begins, promotion of gender-equitable norms and healthy and respectful relationships will be an important part of the programme.

About Safe Baucau and Safe Markets Initiative

In line with UN Women’s global flagship, Safe Cities and Safe Public Spaces Programme, UN Women Timor-Leste Country Office has collaborated with government and non-governmental organisations since 2017 to initiate steps in supporting local stakeholders to develop a locally-owned programme that addresses sexual harassment and other forms of sexual violence against women and girls in public spaces.

In supporting the Timor Leste government commitment to promoting safe cities and safe public spaces, in 2019, UN Women partnered with TOMAK (To'os ba Moris Di'ak, or Farming for or Farming for Prosperity) conducted “Gender Marketplace Assessment” conducted in two markets in Baucau (Venilale and Kota Lama). The Assessment highlighted that vendor have limited access to social protection systems, public assistance, and sustainable infrastructure. These conditions lead to insecure environments placing vendors at risk of sexual harassment and assault.

Following the assessment’s recommendations, the Memorandum of Understanding between UN Women- Baucau Municipal Authority (BMA) Collaboration 2021-2024: Strengthening Municipal Administration and Local Governance through Gender Equality and Zero Tolerance of Sexual Harassment in Public Spaces signed on 11 November 2021. The MoU defined areas for the collaboration on four areas.

  1. Support to gender-responsive policies, and capacity development in the Baucau Municipal administration.
  2. Promotion of a Safe Baucau and Safe Markets Initiative in the municipality.
  3. Mobilizing community and advocating for gender equality and zero tolerance of sexual harassment and other form of GBV in workplaces and public spaces.
  4. Strengthening of coordination between institutions and stakeholders to ensure the voices of women and other vulnerable groups are included in marketplace investment, infrastructure planning and decision-making processes.

Duties and Responsibilities

  1. Overall objective of the assignment

Within this context, UN Women Country Office is looking for or a Project Coordinator the for Safe Baucau and Safe Markets Initiative in Baucau. The overall objectives of the proposed consultancy is to support UN Women in the daily follow-up on the project implementation through – coordinating with partners, particularly the Baucau Municipal Authority (BMA), the Safe Baucau and Safe Markets Initiative Technical Working Group (TWG) and TOMAK to ensure synergies between interventions, supporting quality control and monitoring impact and results of interventions, and providing technical assistance to partners and stakeholders on issues of gender equality, ending violence against women and women’s economic empowerment. The Consultant will also identify key areas for advocacy and support the roll out of work on this.

  1. Scope of work/Duties and Responsibilities

Under the supervision of the UN Women Programme Specialist, EVAWG and WEE and in close coordination with Programme Analyst for T4E, the consultant is expected to deliver the following results in close consultation and upon prior approval of the UN Women:

1.****Support to monitoring and implementation of project activities and programme results

  • Develop workplan based on the Annual Work Plan of the Safe Baucau and Safe Markets Initiative
  • Coordinate the implementation and synergies between different elements of project implementation, while ensuring implementation is on track;
  • Provide technical assistance and capacity building to partners on key areas of project implementation, to ensure impact of interventions.
  • Monitor field level activities and prepare monthly progress updates
  • Maintain records of all target achievements / indicators to monitor progress.
  • Support in the timely preparation and quality control of technical reports, briefs and required project documents.
  • Support TWG meetings (prepare for the meeting, organize, draft minutes and follow up on action points after the meeting)
  • Provides support related activities under the T4E project as requested.

2.****Provision of quality advisory services

  • Support in the collection of background documents related to the political, social and economic situation to inform UN Women and partners on key issues of gender equality, ending violence against women and women’s economic empowerment in Baucau.
  • Identify areas for support and interventions complementing to enhancing safety in public spaces and economic empowerment for women.

3.****Facilitation of knowledge building, management and sharing

  • Facilitate learning sessions (online and in person) to promote gender equality and women’s economic empowerment through Safe Baucau and Safe Markets Initiative.
  • Coordinate Annual Conference (showcase of Safe Baucau and Safe Market Initiative)
  • Manages evidence generation and knowledge-sharing at the national level for developing institutional capacities for the prevention of gender-based violence.
  • Identify key areas for evidence-based advocacy and support the development and scale up of safe public spaces strategies.
  • Develop communication messages and materials to promote women’s leadership, engaging male leaders and advocates to challenge harmful gender norms
  • Contributes information including developing project profiles and presentations.
  • Collects knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices related to gender-based violence prevention.
  • Supports relevant, high-impact advocacy activities and campaigns related to gender-based violence prevention with key partners at municipal of Baucau

4.****Creation of strategic partnerships and implementation of the resource mobilization initiatives

  • Support the compilation, analysis and research of the project information as requested, preparation of briefs on possible areas of cooperation and identification of opportunities for the prospect projects / collaborations
  • Facilitates the collaborative relationships with other UN agencies, development
  • Advocating for Gender Responsive Budgeting with BMA on Annual Action Plan and Budget for gender responsive market management
  • Coordinate with partners in ensuring timely and efficient delivery of inputs related to the gender-based violence prevention portfolio.
  1. Duration of the assignment

The duration of the assignment is 12-month period. The consultant is expected to commence work from 15 June 2022 – 14 June 2023.

All the documents, including reports, questionnaires, presentations and reports should be submitted in English language, or if in Tetum, include an English summary.

Upon receipt of the deliverables and prior to the payment of the instalment all submitted reports and documents will be reviewed and approved by UN Women.

Inputs:

  • UN Women will provide logistics and transportation support when travelling out of Baucau to Dili if required in support of the assignment.
  • UN Women will provide Daily Subsistence Allowance (DSA) to cover expenses outside of the Duty Station when applicable, and upon approval of a Travel Authorization.
  • All arrangements will need to be adapted to current conditions, guidelines and requirements related to the COVID-19 pandemic.

Required skills and experience

The consultant should fulfil the following requirements:

Education:

Master’s of Bachelor’s degree in Social Work, Communications, Psychology, Gender and Development or other relevant fields.

Experience and skills

  • Minimum three years’ experience (Master’s degree) or five years of experience (Bacherlor’s degree) of work on community development, governance, gender equality, women’s rights, and prevention of violence against women and girls.
  • Experience in training facilitation, including community dialogues, meeting, etc.
  • Experience with working with the Government and NGOs organizations
  • Demonstrated ability to work with organizations to identify, plan and implement advocacy strategies

Language and other skills:

  • Fluent in Tetum and proficiency in oral and written English
  • Computer literacy and familiar with MS Word, Excel and Power Point
  • Knowledge in design and layout document for publishing would be an asset

Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]

A three-stage procedure is utilised in evaluating the proposals. Candidates who are fulfilling all the required skills and expertise will go to the technical evaluation process. The evaluation of the technical proposal is being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates.

Financial/Price Proposal evaluation****:

  • Only the financial proposal of candidates who have all the required skills and expertise, and have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  1. Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
