Organizational Setting

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan implements “Catalyzing the Efficiency and Sustainability of Azerbaijan’s Hazelnut Sector – HAZER” project under the FAO-Azerbaijan Partnership Programme (FAPP). The main goal of the project is to empower smallholder farmers to adopt Good Agricultural Practices (GAP) to increase production efficiency of hazelnut, with adapted mechanization technologies and services and to increase the quality of nuts produced, with specific focus on reducing the risk of aflatoxin contamination. Furthermore, building on the described activities and with the aim of increasing the efficiency of hazelnut production and add value to the hazelnut value chain, the sustainable renewable energy options, with an emphasis on bioenergy, within the hazelnut value chain will be evaluated. The project is aiming to empower newly established Government institutes and state agencies while linking to private sector actors. The National Consultant on Renewable Energy will contribute to the below project activities under Output 2 (Sustainable bioenergy options in the hazelnut value chain evaluated): • Activity 2.1 Review of sector policies and strategies and identification of areas for intervention; • Activity 2.2 Investigate bioenergy potential within the hazelnut value chain, logistics and Green House Gas (GHG) emissions; • Activity 2.3 Capacity building and training Reporting Lines

Technical Focus

Under the overall supervision of the Assistant to FAOR, the direct supervision of the Operations Specialist, the technical supervision of the Lead Technical Officer and responsible FAO Technical Team, the operational supervision of Program Management Specialist (FAPP) and in coordination with the international experts of the project, and in close collaboration with the Project Leader, the National Consultant will perform the below tasks

Tasks and responsibilities • Collect information on the national renewable energy strategies and policies, as well as the current state of the renewable energy production and use, with a specific focus on the use of bioenergy in and/or sourced from hazelnut value chain (e.g. the use of hazelnut shells or pruning residues for energy); • Draft a report on the overview of the national renewable energy policy and bioenergy policy (in collaboration with the international experts of the project); • Undertake mapping of national stakeholders relevant for bioenergy/hazelnut value chain and draft a summary report; • Liaise and follow up with local counterparts in relation to the renewable energy and bioenergy options review activities; • Assist the project team in the organisation and technical preparation of the Bioenergy and Food Security (BEFS) training workshop including identification of participants, identification of venue and logistics; • Support the organisation and participate in stakeholders’ interviews, meetings and workshops organized by the Project; • Provide assistance to carry out related activities envisaged in the project under Output 2; • Work in close collaboration with other project experts – national and international in project; • Perform any other related duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Recognized graduate degree in renewable energy with experience in biomass energy and applications to the agriculture sector; • Minimum 7 years’ experience in relation to renewable energy and renewable energy assessments, preferably in, data collection and exposure to policy and strategy formulation at local or global level and project delivery; • Previous work experience in an international environment is an asset; • Working knowledge of English and Azerbaijani. • National of Azerbaijan or resident in the country with a regular work permit.
