Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Ukraine works to support the consolidated efforts of the Government, Parliament, women’s groups and civil society organizations (CSOs) to meet Ukraine’s commitments on gender equality and women’s rights, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), UN Security Council Resolutions on Women, Peace and Security (including UNSCR 1325), the Beijing Declaration and Platform for Action (BPfA) of the 4th World Conference for Women (1995) and the Sustainable Development Goals (SDGs), among other international and regional frameworks.

The Government is making continuous efforts to improve the national system of gender statistics generating, including collecting, processing and disseminating sex-disaggregated data. Since 2019, an Inter-Agency Working Group on Harmonization of National Indicators of Gender Equality with International Standards has been working under the State Statistics Service of Ukraine (SSSU) in order to develop a matrix of gender equality indicators in line with requirements of internationally adopted methodologies and global databases. As a result of this work, the List of National Indicators for the Monitoring of Gender Equality was adopted by the Resolution of the Cabinet of Ministers of Ukraine No. 1517-p of 02.12.2021 “Issues of Data Collecting for the Monitoring of Gender Equality”. According to the Resolution, 226 gender-sensitive indicators have to be regularly collected and disseminated, including both official statistics and administrative data; the SSSU is responsible for coordination of this processes.

To strengthen these efforts, UN Women is now seeking a National Consultant on Gender Statistics to support the State Statistics Service of Ukraine with producing a set of relevant metadata for the newly adopted List of National Indicators of Gender Equality. The National Consultant is also expected to provide analytical inputs to a new statistical publication of the State Statistics Service, intended to widely disseminate gender statistics.

Duties and Responsibilities

Under the overall guidance of the Representative of UN Women in Ukraine and the Programme Specialist, technical guidance of the Programme Analyst on Gender-Responsive Reforms and in coordination with the State Statistics Service of Ukraine (SSSU), the Consultant will implement a set of tasks, including, but not limited to:

Task 1. Provide expert support with development and compilation of draft metadata, required for the operation of national list of indicators of gender equality:

  • review data and metadata, collected in the framework of national list of 226 indicators of gender equality, with regard to their compliance with international and national standards, as well as completeness of metadata in line with proposed structure,
  • in case of any gaps revealed in metadata/data or methodological disparities, update metadata in cooperation with relevant data administrators, and propose realistic approaches to improve the process of data collecting for national indicators of gender equality (including, but not limited to: definitions of concepts and indicators, methods of data calculating/processing, time frames for data collecting, information sources, etc.),

Task 2. Contribute to development of a new statistical publication, intended to disseminate information collected in the framework of the national list of indicators of gender equality:

  • draft the introductory part of statistical publication to describe briefly its objectives and country context, including but not limited to: Ukraine’s position in international ratings of gender (in)equality, most relevant gender problems, international and national commitments in the field of gender statistics, etc. (up to 3 pages),
  • provide brief narrative inputs to highlight most important messages derived from analysis of indicators in each section of the publication (1-2 pages per section),
  • based on comments, provided by State Statistics Service and UN Women, finalize narrative inputs to highlight the key messages of a new statistical publication on gender equality indicators.

Task 3. In consultations with State Statistics Service, line ministries, UN Women and other stakeholders, finalize metadata required for national list of indicators of gender equality:

  • hold consultations with relevant data administrators in order to address proposed recommendations, and present the results of discussions to the State Statistics Service and other stakeholders,
  • based on comments provided, finalize metadata, required for the operation of national list of gender equality indicators, in line with proposed structure, and submit all relevant materials to the State Statistics Service.

*All reports should be submitted in English language and include the full set of supporting documents, such as event agendas, PPT presentations, handouts, lists of participants, etc. The supporting documents can be submitted in Ukrainian.

Inputs

  • UN Women will provide the Consultant with background materials related to the assignment.
  • The consultant is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.

Financial arrangements: ?

  • Payment will be disbursed in three instalments upon receipt of the deliverables (as per above matrix) and certification by UN Women Programme Specialist that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

Advanced (Masters) degree in Statistics, Public Policy and Administration, Social Sciences, Gender Studies or related field

Experience:

  • At least 3 years of relevant professional experience in the field of gender-sensitive data collecting, processing and disseminating, and other relevant fields;
  • Proven experience of writing technical documents in the field of statistics;
  • Proven experience of work with government authorities, including data producing and exchange;
  • Sound knowledge and understanding of international best practices, tools and methodologies on gender sensitive data collection, monitoring and reporting;
  • Advanced understanding of gender equality and women’s human rights.

Languages and other skills:

  • Fluent Ukrainian and English;
  • Computer literacy and ability to effectively use office technology equipment, communication and IT tools, ability to use Internet and email;

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria and interview, 70% of total evaluation – max 45 points for technical criteria and max 25 points for interview. Total max 70 points:

Financial/Price Proposal evaluation****:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30 (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
