Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Ukrainian Constitution, policy and legal frameworks guarantee equality for men and women in Ukraine in all sectors. The country adopted Sustainable Development Goals (SDGs), joined the Beijing Declaration and the Platform for Action (BPfA) of the 4th World Conference for Women (1995) and ratified the main international instruments on gender equality and women’s rights, including the Convention on Elimination of All Forms of Discrimination against Women (CEDAW) and its Optional Protocol.

The Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine and Government Commissioner of Gender Equality Policy have addressed UN Women with the request to provide technical and expert support with the development of the National Gender Equality Strategy to ensure equal rights and opportunities for men and women in all aspects of life.

To further support the consolidated efforts of the government, parliament, women’s groups and civil society organisations to meet state commitments on gender equality and women’s rights, through reforms and peace and security processes, UN Women in partnership with the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration launched the project “Enhancing accountability for gender equality and women’s empowerment in national reforms, peace and security”. The project goal is to support the Government in achieving transformative results for gender equality and women’s empowerment in Ukraine by integrating gender equality and women’s human rights commitments into the national reforms and the peace and security processes, and by putting mechanisms in place for adequate financing, implementation, monitoring and evaluation.

As a part of this project, UN Women seeks to hire the National Consultant to provide expert and technical support on the development of the National Gender Equality Strategy in coordination with the Deputy Prime Minister for European and Euro-Atlantic Integration (DPM), Government Commissioner on Gender Equality Policy (Government Commissioner) and UN Women.

Duties and Responsibilities

Under the overall guidance and supervision of the Representative of UN Women in Ukraine and UN Women Programme Specialist and in coordination with the Deputy Prime Minister for European and Euro-Atlantic Integration and the Government Commissioner on Gender Equality Policy, the Consultant will implement a set of tasks, including, but not limited to:

  1. Task 1. Expert and technical support on the participatory development of the Concept Note of the National Gender Equality Strategy (Strategy) in coordination with the Office of the Deputy Prime Minister for European and Euro- Atlantic Integration (DPM), the Office of the Government Commissioner on Gender Equality Policy (Government Commissioner) and under the overall guidance and supervision of the UN Women Office in Ukraine:
  • To design a roadmap of the participatory process of the Strategy development;
  • To provide expert support on and contributions to the elaboration of the Concept of the Strategy and ensure that it is in line with key gender equality and women’s empowerment commitments of Ukraine, such as Sustainable Development Goals (SDG), Beijing Declaration and Platform of Action (BPfA), UN Convention on Elimination of All Forms of Discriminations against Women (CEDAW), UN Security Council Resolutions on Women, Pease and Security (WPS);
  • To coordinate involvement of different key stakeholders from the Government (representatives of the National Women’s Machinery and line ministries, regional and local authorities), the Parliament (Equal Rights and Opportunities Caucus and relevant Parliament Committees), CSOs and development partners;
  • To facilitate active participation of women’s civil society organizations in the consultations to voice the needs of diverse women’s groups facing multiple forms of discrimination;
  • To support the Office of the DPM and the Office of the Government Commissioner with organizing and facilitating consultations on the Concept Note development at national and regional levels.
  1. Task 2. Expert and technical support to the consultations at national and regional levels on the National Gender Equality Strategy (Strategy) development in coordination with the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration (DPM), the Office of the Government Commissioner on Gender Equality Policy (Government Commissioner) and under the overall guidance and supervision of the UN Women Office in Ukraine:
  • To support design of the schedule and concept notes of consultations on the Strategy development ensuring participatory approach;
  • To support organization, conduction and facilitate the consultations at national and regional levels;
  • To coordinate involvement of different key stakeholders from the Government (representatives of the National Women’s Machinery and line ministries, regional and local authorities), the Parliament (Equal Rights and Opportunities Caucus and relevant Parliament Committees), CSOs and development partners;
  • To facilitate meaningful participation of women’s civil society organizations in the consultations to voice the needs of diverse women’s groups facing multiple forms of discrimination.
  1. Task 3. Expert and technical support to the drafting of the National Gender Equality Strategy (Strategy) in coordination with the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration (DPM), the Office of the Government Commissioner on Gender Equality Policy (Government Commissioner) and under the overall guidance and supervision of the UN Women Office in Ukraine:
  • To provide expert and facilitation support with drafting the Strategy and ensure that it is in line with key gender equality and women’s empowerment commitments of Ukraine, such as SDGs, BPfA, CEDAW, UN Security Council Resolutions on WPS;
  • To liaise with key government institutions, as well as academia, CSOs and development partners with regard to timely submission of information, its relevance, compliance with requirements and developed templates for data submission;
  • To contribute to coordination of the process of reviewing the draft Strategy by stakeholders, including government institutions, academia, civil society and development partners, and systematize all comments provided;
  • To provide experts and facilitation support in addressing the comments and finalizing of the draft Strategy.
  1. Task 4. Expert and technical support to the validation of the National Gender Equality Strategy (Strategy) at the national and regional level in coordination with the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration (DPM), the Office of the Government Commissioner on Gender Equality Policy (Government Commissioner) and under the overall guidance and supervision of the UN Women Office in Ukraine:
  • To support organization and participate in multi-stakeholder consultations held to publicly discuss and validate the draft Strategy and facilitate the related validation process with the government, parliament, civil society and the international development partners;
  • To provide expert and facilitation support in addressing the comments and finalizing the Strategy;
  • To prepare if requested talking points, PPT presentations, handouts for the participants of consultations on the Strategy, as well as support development of the key messages to inform stakeholders and the media.

*All reports should be submitted in English language and include the full set of supporting documents, such as roadmap, consultations schedules, concept notes, handouts, talking points, PPT presentations etc. The supporting documents can be submitted in Ukrainian.

Inputs

  • UN Women will provide the Consultant with background materials related to the assignment.
  • The consultant is expected to work using her/his own computer.

    Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.

Financial arrangements: ?

  • Payment will be disbursed in four instalments upon receipt of the deliverables (as per above matrix) and certification by a UN Women Programme Specialist / Programme Coordinator that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

Advanced (Masters) degree in Human Rights, Political Science, Gender Studies, Social Sciences, or related field.

Experience:

  • At least 5 years of relevant experience in gender, development or another relevant field;
  • Proven experience of writing policy documents on gender equality and governance;
  • Experience of working in/with government institutions;
  • Good understanding of international normative framework on gender equality and women’s rights, national legislation and policy frameworks and the governance systems;
  • Experience with participation in organization of dialogues, consultations, workshops including with the members of government, Parliament, CSOs, etc.;

Languages and other skills:

  • Fluent Ukrainian and English;
  • Computer literacy and ability to effectively use office technology equipment, communication and IT tools, ability to use Internet and email;

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria - 70% of total evaluation. Total max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Financial/Price Proposal evaluation****:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30 (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
