Objective of the programme

WHO is the directing and coordinating authority for health within the United Nations system. Through different technical units, WHO is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends. Its overall objective is to advance universal health coverage and sustainable development goals.

The Government of Bangladesh is committed to attain the health-related Sustainable Development Goals (SDGs) including Universal Health Coverage by 2030. To this end, Health Systems Department of WHO Bangladesh is providing technical and organizational support to the government to accelerate progress towards universal health coverage and health related SDGs. Different multilateral donor agencies are partnering with WHO Bangladesh to support WHO’s approach of providing technical assistance on health systems strengthening in Bangladesh.

Description of duties:

Under the direct supervision of the NPO- HF and the overall guidance of the Team Leader, Health Systems Unit at WHO, Bangladesh, the signatory will be assigned to the Health Systems Unit and will have the following job responsibilities:

  • Planning, monitoring and reporting on donor supported health system strengthening (HSS) projects;
  • Develop comprehensive monitoring and reporting framework and ensure systemic monitoring of the overall progress of donor supported HSS projects under health systems unit
  • Maintain detailed financial records and financial projections for the donor supported HSS projects under the guidance of TL-HS and in close collaboration with the administrative and technical team members of health systems unit;
  • Facilitate timely preparation and submission of technical and financial progress reports, detailed workplans on donor supported HSS projects;
  • Ensure adequate understanding of the funding agency’s policies, principles, and strategies, and maintain effective collaboration between WHO and donor agencies through effective internal and external communications;
  • Maintain efficient programme documentation that includes lessons learned, good practices and recommendations for targeted activities;
  • Identify backlogs, discuss with TL-HS and develop remedial actions and address disparity between planned and actual outputs and respond to internal and external monitoring requirements;
  • Contribute towards responding to Ministry of Health and Family Welfare (MoHFW), relevant partners and stakeholders including UN Organizations, other multi and bi-lateral organizations, civil society and professional associations on the donor supported HSS projects; and
  • Any other activities relevant to the monitoring and reporting as assigned by the supervisor or Team Leader, Health Systems.

Required Qualifications:

Education:

Essential: Four years of bachelor’s degree and post-graduate/Master’s degree in business administration /social science /management sciences or related subjects from a recognized university.

Desirable: Specialized training on health-related planning, monitoring & reporting

Experience:

Essential: At least 5 years of professional experience in programme planning and monitoring or project management or another similar field.

Desirable: Experience in project management in WHO or any other international organizations

Competencies:

Languages:

High level of proficiency in written and spoken English, and report writing

Proficient in using of computer application software: MS – Office.

WHO offers locally competitive packages such as:

  • Monthly salary: BDT 153,695.00 (SSA – 8, Step I) (non-negotiable)
