Organizational Setting:

FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population". The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.

Reporting Lines:

Under the overall supervision of the FAO Representative in Mongolia, and the technical supervision of the Lead Technical Officer of FAO and the lead International consultant, the Incumbent will play a key technical role in formulating a Strategy and Policy Package for Export of Diversified and High-Value Livestock Products from Mongolia.

Technical Focus:

FAO and the Ministry of Food, Agriculture and Light Industry (MoFALI) are jointly implementing a Technical cooperation project to support the development of a strategy for exports and associated package of policy responses aimed at improving trade performance for agricultural products. The formulation of the policy package will be guided in part by set performance indicators such as export diversification to new and high-value products and competitiveness, as well as contribution to/consistency with 2030 SDG Agenda and 2050 Vision.

Tasks and responsibilities:

• Serve as the overall national technical and operational lead for formulation of a Strategy and Policy Package for Building Capabilities for the Export of Diversified and High-Value Livestock Products from Mongolia. • Provide inputs and insights to the analysis of trade performance and diagnostics prepared by international consultant • Lead the design and analysis of the structure of incentives for private investment and efficient and sustainable supply chains due, inter alia, to: i) trade policy measures; ii) policies and regulations; and iii) government expenditure vis-a-vis the supply chains. • Provide inputs and insights to the analysis of the identification of potential new export products based on product space methodology • Design, conduct and facilitate a series of stakeholder consultations, notably with stakeholders representing various segments of the value chain (e.g. private sector players, herders, processors, transporters). • Lead the identification of superior policy, legislation and public spending options for the short- and medium-terms based on analysis of the consequences of policy alternatives that support efficient and trade-competitive supply chains and their sustainability • Liaise continuously with relevant national institutions/stakeholder groups to obtain relevant data and information, understand key issues and identify key barriers in promoting export of livestock products • Based on the above, provide substantive inputs to formulating a strategy for exports of diversified livestock products. • Contribute to preparing final report and products: • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in Economics, Agricultural Economic or related field; • 10 years of work experience in economic and policy analysis, specially related to international trade. • Excellent English speaking and writing skills • Nationality of Mongolia.

• Proven work experience in leading, independently, economic and policy analysis • Interpersonal skills • Feel comfortable with online meeting tools and other one-line co-working tools • Managerial work experience in public, private sector and international level is an asset; • Strong interpersonal skills and ability to dialogue with diverse stakeholders to create consensus around issues and capable of working in multi-cultural environments. • Very good synthesis and analysis capacity of quantitative and qualitative data • Good knowledge of national and international institutions working in the field of agricultural and food trade • Practice of international and national quantitative databases
