Objective of the programme

The Government of the People's Republic of Bangladesh (GoB) has received a Credit from the International Development Association (IDA) towards the cost of Health and Gender Support Project (HGSP). Subsequently, an agreement established and signed between WHO and Ministry of Health (MoHFW), GoB. The overall objective of the WHO’s operational activities under the HGSP is to manage the HGSP’s investments on building capacity with respect to: (i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors (including health care waste) at and beyond the health facilities; (iv) strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders.

Description of duties:

Under the overall guidance and supervision of the Project Director, the signatory will be assigned to the PIU, MoHFW, GoB and will have the following job responsibilities:

  1. The GS will be responsible for completing all activities/tasks related to Gender and Gender Based Violence (GBV) issues as defined by Project Environmental and Social Commitment plan (ESCP), its quality control and overall coordination to the Project Director (PD).
  2. The GS will be responsible for developing and updating of Gender Action Plan, GBV Action Plan, GBV Risk rating/assessment as and when required. GS will also oversee the approval of these instruments from competent authority.
  3. Coordinate with the Implementing Agency (IA), GBV Service Providers and other authorities for implementation, monitoring and supervision of Gender and GBV Action Plans in the field.
  4. Carryout periodic Gender and GBV related stakeholder engagement and provide inputs for updating the Stakeholder Engagement Plan (SEP) as and when required.
  5. Provide periodic and incident reports on the implementation status on Project Gender Services, GBV Response Service and GBV Action Plans as well as GBV cases/incidence and follow up on the same. Ensure proper management of GBV cases through the global GBV Information Management System (GBVIMS);
  6. Implement the Gender/GBV specific Grievance Redress Mechanism (GRM) (included in Project GRM) and provide reports as and when required. GS will also be responsible to coordinate with GBV Service Providers in the issue of reviewing and taking necessary actions on Gender/GBV related complaints received through Gender/ GBV GRM (included in Project GRM).
  7. GS will ensure the Gender/GBV obligations, including Code of Conduct (COC) of the Contractor as mentioned in the Contract Agreement and will monitor the application of the same, especially cases of equal opportunity, safe workplace and other Gender and GBV issues.
  8. GS, in coordination with the PD, will plan and organize workshops and trainings (Gender, GBV, respectful workplace, GBV GRM) related to Gender/GBV issues to raise the capacity and awareness of the IA, NGOs, Contractors, field level staffs and other relevant stakeholders.
  9. Visit One Stop Crisis Centers and cells (OCC), Women Friendly Spaces (WFS), Mother and Child Welfare Centers (MCWC) as required by PD and provide reports and recommendations, carry out monitoring and evaluations of the GBV service providers in the field.
  10. Act as liaison and focal point of contract between Ministries, NGOs and PMU on any Gender and GBV related issues.
  11. Ensure application of GBV Health Response Protocol including inter-personal communication, psychosocial counselling, mental health support and related services.
  12. Assist in developing Behavioral Change Communication (BCC) strategy and materials, carrying out community-based activities.;.
  13. Assist in establishment and strengthening of referral pathway of GBV health response
  14. When necessary and required by PD, GS will provide advice related to Gender/GBV issues to the IA and other stakeholders. Such advice would include coordination with other governmental organizations, UN agencies and NGOs working at sites, GBV Service Providers strategies to address major social issues and complaints, handling grievances and enhancement of Gender capacity of PMU.
  15. Any other task assigned by the PD/PMU.

Required Qualifications:

Education:

Essential:

Masters in Sociology, Gender Studies, Human Resources, Anthropology, Business Administration, psychology / counselling or any other related subject

Desirable:

  • Knowledge and understanding of GoB Laws, Acts and Regulations regarding Gender, GBV, GBV service provisions

Experience:

Essential:

Minimum 08 years work experience of which at least 4 years working with a Development Organization in the field of Gender/ Gender related issues; Familiarity with National Environmental and Social Framework and Standards (ESF, ESS) as well as Environment, Health and Safety Guidelines (EHSG)

Desirable:

Familiarity with One Stop Crisis Center/ Cell operations

• Practical experience in handling Gender and GBV related issues;

• Experience in communicating and interactions with GBV Service Providers

Salary & others benefits:

WHO offers locally competitive packages such as:

  • Monthly salary: BDT 198,875 (SSA – 9, Step I)
