Background

I. Organizational Context

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Turkey, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkey (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Turkey”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women contributes to three UNSDCF outcomes: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.

Convened by UN Women, Unstereotype Alliance is a thought and action platform, that uses advertising as a force for good to drive positive change. It seeks to eradicate harmful gender-based stereotypes. The alliance is focused on empowering women in all their diversity (race, class, age, ability, ethnicity, religion, sexuality, language, education, etc.) and addressing harmful masculinities to help create a gender equal world. The Alliance brings together a powerful global coalition of industry leaders behind the common goal of eliminating gender bias and harmful gender stereotypes from their advertising.

Recognizing the power of partnerships to accelerate progress, this industry-led initiative convened by UN Women unites leaders across business, technology and creative industries to tackle the widespread prevalence of stereotypes that are often perpetuated through advertising and content.

Unstereotype Alliance Turkey Chapter was launched in December 2019 as an action coalition of gender equality champion advertisers, brands and companies. Convened by UN Women Turkey Country Office, the platform is under the leadership of Turkish Advertisers Association and Turkish Association of Advertising Agencies.

The Alliance’s efforts are on driving a positive change through communications that raise awareness of stereotypes among the public, creating progressive portrayals in advertising content free from stereotypes and fostering an unstereotyped culture within the business environment, with an emphasis on equality, diversity and inclusionary practices. It also represents a knowledge hub to leverage the good practices.

In this context, UN Women Turkey plans to hire a National Consultant to support the development and implementation of the capacity development programme in the area of gender equality, diversity, inclusion and intersectionality across marketing communications. The National Consultant will collaborate with the team based in Turkey and HQ Secretariat in New York, Unstereotype Alliance Turkey National Chapter members and allies.

Duties and Responsibilities

II. Functions

Within the scope of the assignment, under the direct supervision of Unstereotype Alliance Programme Analyst and in close collaboration with other teams and UN Women staff in Turkey, the National Consultant will be responsible in undertaking the following tasks:

TASK 1:

Develop and roll out a questionnaire for a brief online survey to identify the specific capacity development needs with regards to gender equality in marketing communications. The online survey will target marketing communications ecosystem including brands, businesses, non-profit industry organisations and academia.

TASK 2:

Develop a capacity development module as a product of Unstereotype Alliance Turkey – Unstereotyping 101 – that responds to the identified needs and potentials of 3 different target groups: 1) junior and senior marketing and advertising professionals, 2) content creators and influencers and 3) marketing, business, advertising, media, communications students

The training programme will be composed of modules on gender equality concepts, DEI initiatives across marketing industry, consumer behaviour, marketing strategies for progressive and inclusive representation in line with Unstereotype Alliance’s 3Ps framework.

The National Consultant will also develop tools to assess the learning outcomes, such as pre- and post- training questionnaires and training evaluations.

The overall training programme will be prepared and submitted in Turkish and will be translated to English (if necessary) by UN Women.

TASK 3:

Deliver and facilitate 20 hours of capacity building activities of to be held in person (Istanbul) or online – in line with the calendar of Unstereotype Alliance Turkey.

Coordinated by UN Women, the trainings will be organized by Unstereotype Alliance members and/or allies in Turkish with simultaneous interpretation whenever required. The National Consultant will prepare the training reports from each training based on the pre- and post-training surveys and other measurement tools to assess the learning outcomes.

TASK 4:

Review literature, compile data and best-in-class initiatives across the industry and develop the 2022 of Turkey Chapter’s Playbook in public and members-only versions.

Conceptualise dissemination of the 2022 version of the Playbook and attend seminars/events for visibility of the product

III. Deliverables and Payment Schedule

Duration of the assignment is from 13 June to 31 December 2022. The National Consultant is expected to spend up to 32 working days on non-consecutive basis throughout the assignment.

All deliverables shall be received and cleared by UN Women in Turkey. All reports shall be presented in English, in electronic version.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Turkey shall be the only criteria for the Consultant's work being completed and eligible for payment/s.

Payment Schedule:

The amount paid to the Consultant shall be gross and inclusive of all associated costs such as Travel, social security, pension and income tax etc. Payments will be made upon submission and approval of deliverables above and certification by the UN Women supervisor that the services have been satisfactorily completed.

The Consultant's payments will be carried out on the basis of the deliverables, monthly timesheets and reports presented (if applicable) _and approved by the supervisor, as stipulated in the deliverables chart above. Payment shall be affected only if deliverables, monthly timesheets and/or reports in this TOR are submitted to UN Women within the timeframes stipulated in the TOR and are approved by the supervisor. Without submission and approval of the deliverables, monthly timesheets and reports (if applicable), the Consultant shall not receive any payment even if s/he invests time for this assignment.

Mandatory Training Courses:

The Consultant shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.

  • PhD in business administration, marketing, advertising or another related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 3 years of progressive professional experience in the field gender equality and/or women's empowerment, gender -based stereotypes, diversity and inclusion
  • Minimum 2 years of experience in design and evaluation of a gender equality research study across marketing and advertising
  • Experience in developing high quality training content, knowledge product and facilitating workshops across marketing communications industry
  • Previous professional experience with UN and/or NGOs in the field gender equality and/or women's empowerment is an asset

Language Requirements:

  • Fluency in written and spoken Turkish and English is required.

VII. Travel

The Consultant will be Istanbul-based, and no travels are foreseen for this assignment.

VIII. Application Procedure

IX. Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' qualifications and financial proposal. The contract will be awarded to the Consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated µ = price of the lowest priced proposal

z = price of the proposal being evaluated

An interview/written test may be used as part of the evaluation procedure.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

There are no travels foreseen under this assignment.

In the context of the assignment, wherever possible, the meetings should be carried out through online conferencing such as Skype, Zoom, MS Teams, etc.

3.Daily Subsistence Allowance

Not applicable.

4.Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Liras.
