Purpose of consultancy

National Consultant for Risks Assessment on Sexual Exploitation, Abuse and Harassment (SEAH) to conduct SEAH risk assessment, and Analysis, of the WHO Myanmar to ascertain the needs, risks, and gaps and developed a plan for risk mitigations.

Background

The WHO’s commitment to serve and protect the vulnerable as well as ensuring health for all condemns sexual exploitation, abuse, and harassment everywhere, especially among all the member states and the implementing partners. As one of the interventions, the implementation of the “No excuse Week” is to remind every employee and raise awareness about preventing and responding to the SEAH. And WHO is scaling up its efforts to do everything in its power to prevent and protect from SEAH.

Workplace SEAH shows a failure of the duty of care. According to the WHO PRSEAH dashboard, the risks of SEAH have increased significantly in recent years. Therefore, to address and implement actions in addressing this issue, SEARO has approved the need in addressing the health sector to identify risks, gaps, and mitigation plans within the country offices and if applicable of its implementing partners. Therefore, there is a need to first conduct a need assessment within the health sector to ascertain risks and gaps and then cascade the assessment to other sectors based on the findings and recommendations.

Description of Duties:

  • Adapt WHO Risk Assessment Tool and design assessment tool as per the context of the of Myanmar.
  • Conduct a workshop to introduce the process of SEAH risk assessment
  • Conduct the SEAH risk assessment using the adapted tool in the WHO country office Myanmar.
  • Conduct a workshop to present the findings of the risk assessment, identify gaps and brainstorm to develop mitigation measures
  • Conduct a workshop to present the plan for mitigation risk based on the findings of the assessment.
  • Conduct workshops for dissemination of the result of the risks assessment and the mitigation plan

Deliverables:

Deliverable 1: Adapted WHO Risk Assessment Tool expected by 30 September 2022

Deliverables 2: SEAH risk assessment conducted by 31 October 2022

Deliverable 3: Plan for risk reduction developed by 30 November 2022

Deliverable 4: The result of the SEAH risk assessment and risk reduction plan disseminated. By 31 December 2022

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in social sciences, gender, law, human rights, international development, international relations, public health, or other development-related fields from a recognized university

Desirable: Specialized training in PRSEAH, gender, human rights, gender, or gender-based violence

Experience

Essential: A minimum of five years of relevant experience in plans and programs related to sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming, and/or humanitarian affairs

Desirable: Exposure to international development, emergency and humanitarian settings and architecture, familiarity with the UN system and global coordination structures.

Skills/Knowledge: Very good knowledge of office software applications, video conferencing application.

Languages and levels required (Basic/Intermediate/Advanced):

Excellent knowledge of written and spoken English and Myanmar

Location: On-site: WHO Office Yangon, Myanmar.

Travel: May need to travel to the field as required to meet the staff in the field

Remuneration and budget (travel costs are excluded):

  • Remuneration: NO.C level

Remuneration currency – Monthly renumeration on 3,500 USD per month

  • Expected duration of contract: 4 months

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
  • This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
