Background

  1. BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations, academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the center of our work, UN Women Indonesia focuses on ending violence against women, promoting women’s rights and empowering women in the workplace, marketplace and the communities.

An element to UN Women Indonesia’s Strategic Note is to focus in the work of addressing the social norms and attitudes that are harmful or discriminatory to women and girls to improve gender equality; as well as specific programme interventions in thematic areas such as ending violence against women, women’s economic empowerment and governance and women, peace and security among others. Communications and advocacy for widespread visibility and outreach through social media are particularly crucial for this to influence changes in discriminatory social norms as well as specific thematic areas that are important to advance gender equality and empowerment of women and girls in the context of Indonesia. Social media is key to an effective communication and advocacy strategy that largely ties into our policy/programme interventions.

Unit/ Project Background:

UN Women Indonesia just established the function as the Country Office starting on 2019

As part of the Country Office roles, there are some tasks in the administration, finance & procurement that has to be set-up and established in order for the role of CO could be function properly and independently

The function of Finance and administration consultant is to support the Operation function in UN Women Indonesia office in related to the procurement, HR, admin & Finance matters.

Duties and Responsibilities

SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES

The contractor will undertake the following specific tasks:

Summary of key responsibilities:

  • Provision of support to the Finance, HR & Admin processes
  • Finance & Admin filing management system
  • Provision of support to Finance & Audit review and filling document

A Provision of support to the finance, HR & admin processes

  • Support for Finance process in terms of process finance /Payment
  • Support in HR process from Consultant recruitment process and review document completion based on the policy and procedures
  • Support to admin staff in updating Country Office asset master list
  • Support in receiving/inspecting/registering/tagging new assets
  • Support in asset physical verification exercise
  • Support to admin staff in asset disposal (transfer/donation/sale/auction) preparation
  • Support in review the business process in Finance, HR & Administration in Country Office

Finance & Admin Filing Management system

  • Provide support in managing admin filling system
  • Update on Consultant contract
  • Tracking and updating data on finance & admin e-sharing document

Provision to support Finance & Audit review /filling document

  • Support to the Finance staff in conducting analytical review over budget vs actual over financial performances
  • Filling on financial data (vouchers and review supporting document for audit purpose)
  • Support to team for direct contracting (Local Shopping) by preparing for Micro Purchasing Workbook
  • Assist the team in preparing the payment for local shopping
  • Assis the team in preparing payment for Consultants

Duration of Assignment & Duty Station

The time required for the consultancy is 1 January 2021 – 30 April 2021 , Jakarta Indonesia.

CONTRACT SUPERVISION

The contractor will work under direct supervision of Operation Manager who will be responsible for the quality assurance of the deliverables.

Payments shall be made to the Contractor thirty (30) days from receipt of the Contractor’s invoice and supporting documentation and certification by UN-Women that the Services represented by the invoice have been provided and that the Contractor has otherwise performed in conformity with the terms and conditions of this Contract.

Required Skills and Experience

DEGREE OF EXPERTISE AND QUALIFICATIONS

The consultant with relevant extensive experiences is encouraged to submit expression of interest. The following is qualifications and competencies required:

  • Bachelor's degree in Accounting, Finance, Public Administration, Business and Economics or other relevant fields.
  • Has experience at least 1 year in finance & administration.

  • Excellent communication skills (written and oral) in English are required

  • Master’s degree will be an advantage
  • Minimum 1 year of relevant work experience in finance & administrative support
  • Experience in the use of computers applications and software packages (MS Word, Excel, etc) as well as web-based management systems;

  • Experience working for UN Women, and/or other UN Agencies is highly desirable;
