..National Consultant rate of NOC

  1. Purpose of the Consultancy

The main objective of the consultancy is to develop the E-health strategy including two parts: 1- establishing a National eHealth Vision and 2-developing a National eHealth action plan. The third part on monitoring and evaluation is not included under this consultancy.

Background

The Ministry of Health and WHO agreed to adopt the WHO National E-Health Strategy Toolkit as a basis to develop the Palestinian National E-Health Strategy. In 2019, a national committee was formed, and a workshop was conducted to finalize the first part of the framework: establishing a national e-health vision. Due to the COVID-19 pandemic finalization of the strategy was delayed. Given the importance of the strategy to the national priorities, the MoH and the WHO are keen to finalize all components of the strategy including the two components: 1- national e-health vision, and 2- national e-health action plan and 3- monitoring and evaluation. However, this consultancy will focus on the finalization of two components of the strategy of the WHO National E-Health Strategy Toolkit namely the first two as noted above.

  1. Expected Output

Output 1: Part (1) of the strategy “national e-health vision”

Activity 1.1: Update and Analyze compiled information from the e-health workshop (2019) and prepare a report with findings and recommendations

Activity 1.2: Coordinate with the national committee on the review of the national e-health vision.

Activity 1.3: Finalize the first chapter of the framework on the national e-health vision based on the framework and on the review with the committee.

Output 2: Part (2) of the strategy “Developing a national eHealth action plan”

Activity 2.1: Coordinate with the national committee and the relevant stakeholders on the designing of the action plan.

Activity 2.2: analyse national committee and stakeholder ‘s work and Conduct two workshops with main stakeholders concerned with e-health.

Activity 2.3: Draft the strategic national action plan based on input from the national committee and the stakeholders.

Activity 2.4: Review and finalize the draft action plan with the national committee.

All activities are in alignment with the guidelines in part 2 of the WHO National E-Health Strategy Toolkit.

Deliverables:

  1. Part 1 : national e-health strategy due 30 August 2021
  2. Draft of part 2: “Developing a national eHealth action plan” due 15 October 2021
  3. Finalized part 2: “Developing a national eHealth action plan” due 30 October 2021

Payment Instalments:

  1. First instalment (30%) due on 30 August 2021
  2. Second instalment (40%) due on 15 October 2021
  3. Third instalment (30%) due on 30 October 2021

Specific requirements

-Education

Essential:

Minimum first university degree in strategic planning, social sciences, or related field.

Desirable: University degree or certification in information technology.

- Experience required:

Essential:

Minimum 5 years of relevant experience in strategic planning, research, or similar tasks with

Familiarity of national stakeholders in Palestine

- Skills / Technical skills and knowledge:

Microsoft Office

- Essential Language requirements:

Native Arabic speaker

Fluent in English

Place of assignment

The Consultant will perform the duties in Jerusalem and Ramallah

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

No travel needed.

In case of travel:

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
