OBJECTIVES OF THE PROGRAMME:

WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office collaborates with the Government of Indonesia in stewardship and advocacy for a healthier population by addressing determinants of health.

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of the WHO National Professional Officer for Nutrition, and overall supervision of the Team Lead, NCDs and Healthier Populations, the incumbent will perform the following duties.

  • Work closely with senior officials of the Coordinating Ministry for Human Development and Cultural Affairs and associated Ministries to identify relevant data sets pertaining to population nutrition status;
  • Support government counterparts, as needed, to coordinate sharing of data across agencies from various sources and systems, with required agreements and protocols for access, use, storage and security;

  • Provide support to ensure integration and interoperability of data for an agreed set of indicators;

  • Provide support to adopt data standards, design and manage the health information infrastructure
  • Draw insights from relevant data sets using appropriate statistical techniques, to inform decision-making, evaluation of programme impact and planning of interventions, with focus on highlighting inequalities in health;
  • Support the government to routinely collect and report on comprehensive data on UHC/SDG indicators
  • Provide technical guidance to produce reports on core indicators, health situation and trend analysis
  • Provide in-house training to build the capacity of colleagues on data analysis, interpretation and understanding statistics, and visualization;
  • Create clear and effective data visualizations for presentations, reports and infographics, for advocacy and knowledge sharing purposes;
  • Provide data analytics and visualization support to other programme areas within WHO, including noncommunicable diseases, maternal and child health, environmental health and mental health;
  • Perform any other relevant work requested by the Team Lead and WHO Representative.

Functional Knowledge and Skills:

  • Sound knowledge of the goals and mandates of WHO and the United Nations
  • Knowledge of public health and its determinants
  • Understanding of equity and a commitment to eliminate inequalities in health and in the determinants of health
  • Ability to use data to inform the planning, designing, implementation, monitoring and evaluation of public health programmes;
  • Ability to form effective working relationships with government counterparts and key stakeholders
  • Ability to identify issues, evaluate evidence, formulate opinions, make conclusions and recommendations
  • Ability to ensure one's own professional development

Education Qualifications:

Essential:

Master-degree in a quantitative discipline including mathematics, science, epidemiology, health information science, health informatics, health information management, or related field, from a recognized university

Desirable:

Post graduate degree (Doctoral or PhD) in data science, epidemiology, statistics or another quantitative and related field

Experience:

Essential:

  • At least two (2) years of experience in data analytics and visualizations within a public health field.
  • Excellent knowledge of Excel
  • Experience in one or more of the following: R, SAS, Python, or equivalent analytic software
  • Experience in one or more of the following: Tableau, Qlik, PowerBI or equivalent visualisation software

Desirable:

  • Additional (2 ) years of experience in data analytics and visualizations within a public health field
  • Experience of working with UN agencies or international development organizations.

Languages:

Advanced level of written and spoken English and native language skills in Bahasa Indonesia

Other Skills (e.g. IT):

Work is performed in normal working environment.

Computer literacy: Microsoft Office as well as the applications described above.

National Consultant Data Assistant, SSA, Level A. Annual Salary: In accordance with WHO Salary Scale for SSA (Level A: 25,708,600 – 41,419,266 IDR)
