Under the supervision of the Chief Child Protection, to enhance the capacities of school and non-school platforms on the use of S4D to enhance life skills of children and adolescents, promote civic values and foster positive relationships within and between communities in the former conflict-affected districts

Objectives:

To support the Lead International Consultant in the development of the S4D package content covering both schools and non-school platforms to promote social cohesion and civic values among adolescents from diverse backgrounds; The national consultant to review existing programmes and related documents, provide in-country context related to implementation of S4D initiatives, undertake stakeholder mapping to support implementation, work with government stakeholders, and support capacity building of relevant partners to pilot and subsequently implement the S4D initiatives in targeted schools/children’s clubs.

The activities are aligned with the Multi-Year Work Plan 2021-2022 between UNICEF and Ministry of Women and Child Affairs and the Ministry of Education.

Specific objectives of the consultancy are:

1. To support the Lead International Consultant in the assessment of existing sports activities and available mechanisms within the community and education system including the Physical Education curriculum, sport related co-curricular activities in schools, children’s and clubs and others. This would also include the S4D or S4P projects implemented in the past in Sri Lanka

2. To support the development of a S4D package for both schools and other community platforms through providing relevant in-country information, support coordination and engagement with relevant stakeholders and identify possible entry points.

Activities and Tasks:

1. Assist in preparatory work of the assessment of existing sport related extra-curricular activities in school and community settings, including reports, evaluations and documentation on interventions implemented by other partners. Collect and select documents for assessment and contribute to the desk review; The desk review will not be limited to government documentation but will take the external interventions implemented by other development partners.

2. Brief the Lead International Consultant about key opportunities and issues of the country’s community and educational system and promoting social cohesion in broader terms and the evolving socio-economic issues.

3. Set up a consultative committee (with support from UNICEF) comprised of the relevant government partners including the Department of Probation and Childcare Services, National Youth Services Council, Ministry of Education, National Institute of Education, Ministry of Sport to be established to provide guidance and validate the products

4. Work as directed by the Lead Consultant and assist developing the methodology and tools.

5. Identify potential partners and entry points to promote the use of S4D in terms of building peace and co-existence.

6. Coordination and support consultations with (1) educational policy makers, curriculum review panel members, provincial and zonal education officers; ISAs; principals; teachers; children as appropriate (2) Department of Probation and Childcare Services, National Youth Services Council and administrators of Community level platforms at grass-root level, and (3) other relevant ministries such as the Ministry of Sport and development partners/CSOs in the field of sport.

7. Support the lead consultant to process the data and information, specify them under thematic areas in presentations, in in the final products, including the tools, techniques, curriculum and the guidance note.

8. Support coordinating the validation of the products among the Consultative Committee and with wider stakeholders, and support finalizing the products under the guidance of the Lead International Consultant.

9. Support conducting and facilitating the orientation and for MoE and NIE technical officials and train master trainers (ToT) including Child Right Promotion Officers and Youth Service Officers.

Work relationships:

Under the direct supervision of the Chief of Child Protection, the national consultant will work closely with the Child Protection and Education teams in Colombo and Zone Offices. The National consultant will support and work with the International Lead Consultant through meeting the key stakeholders in the beginning of the assignment, share data collected to the international consultant and the constant team to present the findings of sports for development review as the first step. Further the national consultant has to support the Lead international in the development of the S4D package for both school and community-level platforms. The consultant will be required to communicate closely with the Ministry of Sport and Youth, Ministry of Education, Selected Zonal and Provincial Departments of Education, National Institute of Education, Provincial Departments of Education, Department of Probation and Childcare Services and the National Youth Service council

To qualify as an advocate for every child you will have…

  • Advanced university degree in international development, sport development, physical education, social sciences and other relevant areas.
  • At least ten years of experience in Sport for Development field, internationally and nationally.
  • A record of successfully undertaking S4D needs assessments in multiple cultures, using a consultative approach that includes input from representatives of the target youth population.
  • Evidence of designing and implementing S4D interventions to meet specific target objectives.
  • Experience incorporating program evaluation strategies into program design for effective measurement and evaluation.
  • Ability to design and deliver training programmes to equip local youth leaders to implement S4D program.
  • Demonstrates excellent verbal and written skills in English and fluency in Sinhala or Tamil for the national consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
