H****ow can you make a difference?

Under the overall guidance of the Chief of Education, the National Consultant will work with and report to the Education Officer to:

  1. a) Review the existing positive disciplining manuals for teachers and case studies developed by the provincial resource teams in North, East, Central and Uva provinces;

b) Review UNICEF SLCO’s draft positive disciplining workbook for parents to identify/assess its complementarity with the manuals developed for teachers by the provinces;

  1. Identify commonalities and differences in the content across all the teacher instruction manuals;
  2. Develop a comprehensive concept and the outlines of the harmonized manual for teachers, considering the lessons learnt through the resources described in above 1 (manuals, case studies, workbooks etc); based on the agreed concept and the outlines, develop a harmonized manual
  3. Present the draft harmonized document to UNICEF and to the provincial resource teams and selected teachers and validate it;
  4. Finalize the document based on feedback received from the validation exercise; and submit the document to UNICEF along with records of meetings/consultations;

Work relationships:

The national consultant will work with the Education Officer to establish linkages and liaise with relevant stakeholders as and when required during the process.

To qualify as an advocate for every child you will have…

  1. The National Consultant should have a masters or higher degree in social science or any other relevant field/s.
  2. Proven track record of experience in technical review and/or development of teacher manuals.
  3. Communication and interpersonal skills to steer and facilitate discussions.
  4. Knowledge and experience in behavior change communication related work as an advantage
  5. Evidence of contextual knowledge of corporal punishment in the school system and knowledge of positive disciplining approaches, tools and application would be an advantage.

Years of experience: 5-7 years of practical experience in the field of education, child protection and care, psychology/counselling, social work or associated field.

Competencies: Ability to engage constructively with governments and other partners/stakeholders at national and sub-national levels.

Languages required: Excellent language skills in English and either Sinhala or Tamil.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
