UNICEF’s Evaluation Office (EO) is undertaking an evaluation of UNICEF’s response in Yemen since 2019. The evaluation has both an accountability and learning purpose. It fulfils the requirement of the UNICEF Evaluation Policy (2018) whereby all L3 emergencies must be evaluated. It is expected to assist UNICEF staff in the Yemen Country Office (YCO), the MENA Regional Office (MENARO) and HQ with generating strategically and operationally relevant evidence and learning in support of the on-going response in Yemen.

EO has recruited a team of international experts to undertake this work including: a team leader, a deputy team leader and several sectoral experts. In support of the international team, EO is currently recruiting four (4) Yemeni researchers to undertake data collection and analysis with members of the affected population on the ground, in-country authorities and UNICEF partners in Sana'a, Aden, Sa'ada, Hudaydah, Ibb (and possibly Marib).

How can you make a difference?

The purpose of the consultancy is to enhance the understanding of the local dynamics and contextual factors affecting the quality and effectiveness of the UNICEF response to the ongoing humanitarian crisis in Yemen. By interacting with both the local population affected by the existing humanitarian crisis and the in-country implementing partners, the four consultants are expected to cover the different geographical areas covered by the evaluation, namely Sana'a, Aden, Sa'ada, Hudaydah, Ibb (and possibly Marib). The work will be overseen by staff in the Evaluation Office but with close coordination with the evaluation team.Insert purpose of post and bullet points on main activities.

Key Responsibilities

1. Participate in the team orientation meeting, briefings, workshops as well as training covering the use of the data collection tools and protocols.
2. Contribute to the definition of the envisaged data collection tools and protocols,
3. Facilitate and conduct 15 focus group discussions (FGDs) with various groups (youth, persons with disabilities, community leaders, IDPs, Muhamasheen, partners) to exchange on different aspects of the UNICEF humanitarian response in Yemen. (Guidance about the types of questions to lead the discussions will be provided).
4. Prepare written reports that summarize the discussions in templates provided.
5. Conduct key informant interviews (KIIs) with UNICEF partners, authorities, civil society members, and community leaders. (Guidance about the types of questions to ask during the interviews will be provided). Prepare written transcript of the interviews in templates provided.
6. Undertake field visits pertaining to UNICEF programming and complete provided template to record observations.
7. Provide a short-written report that summarizes the key findings of the focus group discussions and interviews, using a templated that will be provided.
8. Provide a critical review of the draft evaluation report.
9. Provide interpretation and translation services, as needed.

Timeframe and Key deliverables

All four consultants will be awarded a contract of 25 days. The preparation and training will take place in early April 2023 in time for the data collection phase and analysis phase which are expected to take place take place in late April and May 2023.

The key deliverables are:

• Completed templates about FGDs
• Transcripts in English of KIIs
• Completed templated from site visits
• Summary report with key findings from all the above data collection.

To qualify as an advocate for every child you will have…

• University degree in international relations, political science, sociology, humanitarian action or related fields (advanced degree is preferred)
• 5 years of progressive relevant and documented experience with qualitative research methods
• Ability to analyze and interpret information and data
• Ability to work independently
• Ability to travel regionally in Yemen
• Experience collecting data from vulnerable communities
• Prior experience in working with young people within the scope of research/evaluation would be a particular asset
• Familiarity with ethical protocols in research
• Demonstrated flexibility and responsiveness in a challenging environment
• Very good written, verbal, and organizational skills
• Fluency in English and Arabic (oral and written)

Payment Schedule

One only payment will be made, after all deliverables have been completed.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
