Organizational Setting

FAO in Lao PDR is implementing the project “Assistance for Smallholders and Socially Vulnerable to Preventing Spread of the COVID-19 in Lao PDR” no OSRO/LAO/100/JPN. The project is funded by the Government of Japan. This project targets 7 000 most vulnerable households (approximately 37 100 people) who have been most impacted by COVID-19, in particular women-headed households, women producer groups, youth and returning migrant workers in Luang Prabang and Oudomxay Provinces. They will receive COVID-19 risk awareness raising and protection measures, and a support for more resilient crop, agro-forestry and livestock-based livelihoods. Simultaneously, the project will strengthen the COVID-19 risk management capacity of provincial and district level authorities, including the health, disaster risk management, social welfare and labor, agriculture and other concerned sectors through a multi-hazard approach.

Reporting Lines

Under the functional supervision of the FAO Representative in Lao PDR, direct supervision of the International Operations Specialist in FAO Representation in Lao PDR and in close collaboration with the National Programme Management Consultant and the Project Coordinators.

Technical Focus

The incumbent will undertake the following activities ensure the smooth implementation of the project OSRO/LAO/100/JPN.

Tasks and responsibilities

  • In consultation with OCC and with guidance from FAO Laos International Communication Expert, draft project’s communication and visibility plan
  • Support the Project Coordinators with the implementation of the communication and visibility plan
  • Provide technical input on advocacy and communication issues to ensure effective outreach messages of project activities including COVID19 preventive measures dissemination campaign at the target locations.
  • Develop communication messages, materials (compact disks, manuals, leaflets, newsletters, etc.) and communication plan as well as documenting the projects’ activities through photos and write ups as required.
  • Collaborate closely with key government and international agencies to promote the project activities and results, building relationship with mass media, contributing news, articles or factsheets through FAO website and other communication channels;
  • Lead public communication activities including drafting press releases and disseminating news through press contacts, management of interviews,
  • Proactively identify and document beneficiary success stories and feature them through TV, Print channels and other innovative ways to reach wide audience including of donor country.
  • Translate document from English to Lao and viceversa.
  • Maintain regular contact with the Regional Communication Officer, FAORAP to ensure coherence with corporate visibility and style guidelines for all communication and information outputs.
  • Perform other duties when required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in development communication, journalism, media, communication research, social science, public relations, policy advocacy, international relations or other related fields.
  • At least 3 years of relevant work experience on communication and advocacy.
  • Good working knowledge of English
  • Nationality of Lao

  • Prior experience in working with UN agencies and/or international agencies on policy advocacy, strategic communication, partnership building and social mobilization is highly desirable.
