Organizational Setting

The FAO Representation in Cambodia is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing country food, agriculture and rural development priorities. It develops and maintains relations with country-wide institutions including Government Institutions and Development Partners.

Rural women play a central role as agricultural producers, including in processing and marketing agricultural produce, and as consumers, thereby providing essential functions in food systems and contributing to rural livelihoods. However, they tend to have insufficient access to key productive resources, rural services and local institutions and policies. They also face further deprivation due to gender-based discrimination, cultural norms and gender prejudices. The Global FMM project on “Gender Equality and Women’s Empowerment in Agriculture, Food Security and Nutrition” will contribute to closing the gender gap in agriculture in the target countries including Cambodian by enhancing rural women’s economic empowerment and strengthening their crucial role in rural development, decision-making and in resilience building, as agents of change.

The project combines various interventions: (1) enhancing capacities of member states to design and implement gender-sensitive agricultural, food security and nutrition policies, strategies and programmes; (2) Enhancing rural women’s agency, participation and voice in community and producer organizations to boost their agency and capacity for collective action; (3) enhancing women’s productive potential by increasing their access to productive resources, knowledge, information, technologies, rural services and social protection; and, (4) increasing rural women’s income-generating capacity by enhancing their roles in agro-food value chains and rural labour markets.

Reporting Lines

The consultant will support the implementation and reporting of the FMM Project in Cambodia under the direct supervision of Assistant FAO Representative (Programme) and technical guidance of the FMM Programme Specialist and the Gender/PACT at FAO headquarters.

Technical Focus

The consultant will perform tasks from a gender perspective using gender related analytical frameworks.

Tasks and responsibilities

  • Familiarize with the FMM subprogramme and more specifically with its work on the gender sensitive value chains analysis (GS-VCAs) on frogs, chicken and vegetables (3 reports)
  • Take stock of the existing data and revise the methodology for the gender sensitive value chains analyses specific to frogs, chicken and vegetables
  • Identify missing information and collect field data to be integrated in the reports
  • Revise the (3) GSVCA reports with further analysis and attention to gender roles and norms, agricultural market demand, service provision, gross margin analysis, and missed opportunities of women along value chains
  • Write a policy brief based on the results of the gender sensitive value chain reports
  • Provide technical inputs to a policy brief for integrating and addressing gender in policies and programmes
  • Draft the Terms of Reference for the Gender subgroup of the Technical Working Group for Agriculture and Water of the Royal Government of Cambodia
  • Support the organization and participate in 2 policy dialogue workshops:
  1. To share the results of the gender sensitive value chain reports
  2. Final FMM consultation to share the experience of the FMM

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agriculture, social science, policy studies, rural sociology, rural development, social anthropology, gender studies and other relevant disciplines;
  • At least seven years of relevant experience in policy analysis/research, policy formulation in the field of agriculture/development, analysing and integrating gender dimensions into policy and programme formulation and implementation, particularly in the context of agriculture, rural development;
  • Working knowledge (level C) of English, both written and spoken;
  • Cambodian National or Resident

Technical/Functional Skills

  • Strong command of spoken and written English.
  • Work experience in value chain assessments
  • Work experience in more than one location or area of work, particularly in field positions.
  • Extent and relevance of in-country experience and knowledge in policy analysis and dialogue in agriculture, social policies in development context, thorough understanding of gender context in the country, knowledge related to gender equality and women's empowerment in the context of agriculture, and rural development
  • High level of responsibility, as well as experience in working in a multi-disciplinary team
  • Working experience with the UN and/or international organizations will be an asset.
