Result of Service - Provide detailed and ongoing report(s) of nature of contacts with sources within the relevant expertise;

  • Ensure that the experience of interlocutors with the Mechanism is culturally-sensitive to ensure the most effective and efficient collection of information, and to encourage others to approach the Mechanism with information.

    Duties and Responsibilities The Myanmar Regional and Ethnicity Specialist will report to a Team Leader, Collection, Analysis and Sharing Section (CASS), or his or her designee, and is responsible for the performance of the following duties, relying on specialized expertise and knowledge of regional and ethnic communities in the designated regions:

  • Communicating with individuals using the relevant Myanmar languages for whom those languages are their mother tongue;

  • Developing context-sensitive and culturally-appropriate policies concerning communication with and handling of human sources of information, especially in the context of potential sexual- and gender-based crime victims;

  • Identifying individuals and organizations who may have direct or indirect information about crimes committed within the geographic areas of expertise, and bringing those individuals to the attention of relevant legal and investigative team members, including by drawing on established knowledge of organizations, media, and other potential sources of information;

  • Establishing contact and maintaining relationships with individuals and organizations with relevant information, and reporting to relevant legal and investigative team members about potential information in their possession, their security situation and other matters, including by drawing on established knowledge of organizations, media, and other potential sources of information;

  • Facilitating sustained interactions with potential sources of information to gather the fullest possible account of potential crimes committed within the designated regions, including providing real-time advice on culture-specific indications of trauma and reliability.

  • Facilitating contact between legal and investigative team members and individuals and organizations (including civil society organizations, community-based organizations and alliances, and religious organizations) with knowledge of potential crimes against ethnic groups and others located primarily within the designated regions;

  • Identifying diaspora organizations that may have knowledge of movements of potential witnesses or victims from Myanmar, making contact with appropriate persons, and facilitating outreach events as may be appropriate;

  • Performing any other duties as may be directed by the supervisor, including by drawing on established knowledge of organizations, media, and other potential sources of information.

    Qualifications/special skills An Advanced University degree in law, social sciences, communications, translation or related fields is required. A first-level degree in combination with two additional years of qualifying work experience may also be accepted in lieu of the advanced university degree. Study of criminal law/public international law/international criminal law is desirable. At least five (5) years of relevant professional experience is required. Experience conducting investigations into serious human rights violations or serious international crimes in the context of Myanmar is desirable. Experience interacting with Burmese witnesses and sources in the context of any judicial proceeding or journalistic investigation is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in English and the Myanmar language (Burmese) is required. Knowledge of another Myanmar language such as Kachin, Chin, Tedim, Zo, Rakhine, Rohingya and/or Shan languages is desirable.
