Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency of the United Nations. With presently 194 member states, and working in more than 130 countries worldwide, including Zambia where the Organization has operated since 1978. The main aim of the FAO country office, which is headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The Food and Agriculture The support is based on the guidelines as provided by the Country Programming Framework (CPF). The current Zambia CPF has four priority areas: (1) Improve production and productivity of crops, livestock, fisheries and forestry; (2) Sustainable management of the natural resource base and Increasing Resilience and Uptake of Climate Smart Agriculture; (3) Enhance food security and nutrition status; and (4) Improved market access and sanitary measures. The incumbent’s tasks will mainly contribute to the first priority area.

The Food and Agriculture Organization of the United Nations (FAO) through its Emergence Centre for Transboundary Animal Diseases (ECTAD) is implementing a new project “Enhancing Animal Health and One Health capacities to mitigate zoonotic diseases and Antimicrobial Resistance (AMR) risks and threats in Zambia”. This project is being supported by the USAID under the Global Health Security (GHS) programme. The project focuses on effectively supporting Zambia to build a sustainable animal health system and One Health capacities to mitigate risks and threats caused by emerging and re-emerging zoonosis, endemic zoonosis and AMR.

Reporting Lines

The incumbent will work within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the direct supervision of the ECTAD country Team Leader at FAO Zambia, in support to the ECTAD Zambia team, and in collaboration with the ECTAD Regional Team for Eastern and Southern Africa in Nairobi, Kenya. The incumbent will also be under the administrative guidance of the FAO Representative in Zambia in close collaboration with the National Coordinator and other FAO Zambia team members. The incumbent will undertake the following duties and responsibilities :

Technical focus

The incumbent will coordinate monitoring, evaluation, learning and knowledge management to support the implementation of the USAID Funded “Enhancing Animal Health and One Health capacities to mitigate zoonotic diseases and Antimicrobial Resistance (AMR) risks and threats in Zambia”.

Tasks and responsibilities

• Ensure up to date progress tracking of the project indicators as contained in the project log frame of the OH project; • Monitor progress on project activities and outputs to ensure that the delivery is on track • Ensures that M&E findings are effectively disseminated to all project partners to ensure lesson learning and fine-tuning of project implementation; • Identify monitoring and evaluation capacity building needs and facilitates capacity development for other project field staff as well as government and other stakeholders at provincial, district camp, and field levels; involved in monitoring and evaluation of the activities of the project; • Liaise and maintains relationships with the project M&E Focal Point in the Ministry of Livestock and Fisheries to ensure effective flow of management of information needs • Ensure completeness and regular update of FAO Monitoring and Evaluation tools (Quality Assurance section of FPMIS) for the project • Periodic documentation of effects and impacts for project beneficiaries covering various aspects of the projects outputs and outcomes • Facilitate wide dissemination of project results and the promotion activities through newspaper, radio and TV • Engage local media and influence other settings to promote healthy eating • On key project events, organize media to cover and report of the event. • Organize media visits to project sites and secure video documentaries published by the media • Organize media to cover and report the final evaluation of the project mission • Develop information products to support decision making during project progress review exercise and develop materials for advocacy, knowledge sharing, project promotion as well as for communicating project results • Ensure that all project periodic reports i.e. monthly, quarterly, interim, final and donor specific reports are compiled in a timely manner capturing project outputs and outcomes against the project log frame • Ensure that reports are developed using the most professional business writing and formatting with comprehensive analytical and visual presentation of information • Facilitate compilation of data and information from different project components for development of comprehensive project reports. This includes participation and contribution to the project knowledge management activities • Produce internal reports according to FAO cooperate requirements. Prepare project updates and situational reports as required by FAO HQ and Regional and Sub-Regional Offices • Supports up-to-date maintenance of FPMIS with relevant information (inserting/uploading reports, budget, budget revisions, extensions); • Contributes to the preparation of technical specifications and Terms of References (recruitments, workshops, LOAs) • Contributes to the preparation of briefs, progress reports and comprehensive reports for internal use as well for submission to donors;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING,

Minimum Requirements

• University degree in development related studies or public health; • At least five years of relevant experience in monitoring and evaluation/knowledge management; • Working knowledge of the English language • Should be a Zambian National

Technical/Functional Skills

• Extent and relevance of experience in supporting, advising and guiding the implementation of complex, multi-stakeholder projects • Training in monitoring and evaluation or information management systems; • Ability to develop plans for the implementation and coordination of project operations in developing countries, in partnership with UN agencies, NGOs and other concerned actors; • Extent and relevance of experience in programme/project formulation, analysis, planning and implementation • Understanding of FAO policies and programmes is considered a strong asset; • Extent of experience in formulation, implementation and monitoring of projects; • Familiarity with UN administrative, operational and financial procedures is an asset.
