BACKGROUND INFORMATION – UNOPS Amman Hub

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region (Jordan, Iraq, Syria, Lebanon, Yemen, and Turkey), the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services.

The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, to achieve the outcomes sought by the clients.

UNOPS has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. UNOPS has a very strong relationship with the key counterparts at both central and regional government levels in Iraq. UNOPS operates from its Operational Hub in Amman, and supports its country office in Baghdad and its sub-office in Erbil.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

UNOPS is undertaking a four-years phase II project (including 12 months for the Defect Notification Period) that aims to improve basic living conditions for returnees in the liberated rural areas of Al-Anbar and Ninewa governorates through the rehabilitation of up to 875 housing units and restoration of decentralized services. The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads, and of water and sanitation networks and/or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services taking into consideration the whole neighborhood. The rehabilitation of housing and basic services will be guided by a needs-based approach.

Functional Responsibilities

The M&E and Reporting Senior Associate will report directly to the M&E and Reporting Officer. She/he will be expected to conduct regular missions to other locations to monitor and interact with project stakeholders in the execution of the projects.

The M&E and Reporting Senior Associate will be responsible for the following functional responsibilities:

Monitoring and Evaluation:

  • Contribute to the development and implementation of the Monitoring & Evaluation plan including gender-sensitive performance indicators and establishing baselines and methodology, in coordination with the project M&E and Reporting Officer;
  • Undertake regular monitoring visits to the project sites independently or together with the Project Manager and the Project Team to ensure that performance indicators and targets remain relevant and in accordance with the project design and work plan;
  • Perform any other duties as requested by the Project Manager.

Reporting and Documents Control:

  • Prepare progress and monthly highlight reports in coordination with the project team, the Programme and Partnership teams;
  • Ensure timely and quality submission of reports as identified in the project agreement through coordinating inputs and drafting reports related to project activities;
  • Act as a focal point for the collection, analysis and dissemination of data/information relevant to verification, monitoring and inspection activities in coordination with the project team;
  • Gather and maintain lessons learnt, including gender related lessons learnt, and hand over documentation.

Knowledge Management:

  • Share knowledge with the project team members ensure coordinated delivery of activities and synergies;
  • Interact and follow up with the Project Manager and the project teams to solicit case studies, lessons learned, success stories, and best practices derived as part of the project monitoring;

Education/Experience/Language requirements

Education:

  • High school diploma is required.
  • University Degrees (Bachelor’s or Master's Degree) in Business Administration, Communications, Public Administration, Management, International Development, Project Management or related field is desired and may substitute some of the required years of experience

Work Experience:

  • A minimum of 7 years (or less depending on academic credentials) of experience in handling in supporting monitoring, evaluation, reporting, and/o rdata management preferably within a project context.
  • Experience in the humanitarian and/or development sector is prefered;
  • High proficiency with computers, and other software/ platforms related to the position's field of expertise. Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is required;
  • Experience with an international donor organization and/or UN agencies programmes is preferred;
  • Experience in preparing, coordinating, and leading donor reporting processes is highly desired;
  • Ability to analyze online communications using performance indicators is preferred;
  • International Project Manager Association (IPMA Level B) or Project Management Professional (PMP - PMI) or PRINCE2 foundation is desired.

Languages: Fluency in spoken and written English and Arabic is required.
