Overall purpose of the role:

The Monitoring, Evaluation, Accountability and Learning Team Leader will support DRC field offices in collection, analysis and use of monitoring and evaluation data for programme improvement, learning and demonstrating impact. The post holder will lead the implementation of standard monitoring and evaluation activities for the field office. S/he will also manage the field programme information system which includes data collection, entry into databases and SurveyCTO systems, analysis and reporting. The MEAL Team Leader will also be responsible for all aspects of team and staff management.

Main responsibilities:

Specific Responsibilities

Monitoring, Evaluation and Reporting

  • Develop monthly and weekly M&E work plans for programs activities and make sure they are followed-up and delivered on a timely manner.
  • Develop individual M&E project work plans jointly with project focal points and present it in project opening ‘kick-off meetings’.
  • Lead the implementation of standard monitoring and evaluation activities for the field office as guided by the M&E guidelines/ calendar.
  • Lead the collection and analysis of performance data against defined indicators from various programme activities and compile regular performance updates for sharing with teams.
  • Manage project indicator trackers and ensure that they are updated on a monthly and quarterly basis as required.
  • Lead collection, analysis and reporting of qualitative data through Focus Group Discussions and case studies.
  • Supervise, guide, and train MEAL Officers and Assistants and short term enumerators/ data clerks involved in planned data collection processes to ensure accurate data is collected and compiled.
  • Prepare and submit weekly, monthly, and quarterly data inputs for reports to management as required from the MEAL specialist.
  • Ensure that all programme activities have adequate data collection tools at all times that are capable of measuring the relevant indicators.
  • Participate in baseline and endline survey exercices.
  • Build capacity of DRC staff and, where relevant, local partner staff in the use of the M&E tools

Accountability

  • Supervise all accountability activities, including the development and use of information sharing materials and the establishment of complaint feedback mechanisms and ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption are referred appropriately. Analyse and produce monthly reports on all complaints registered.
  • Raise Complaint-feedback mechanism awareness to ensure the accessibility for the complaint channels by all relevant parties.
  • Raise awareness on the Core Humanitarian Standards (CHS) and conduct trainings when needed.

Learning

  • Promote learning in the project, particularly on issues of program quality. Regularly analyze data and produce reports on best practices and case studies.
  • Attend all regular Grant Review Meetings (GRMs) and close out meetings to present MEAL findings and reports.
  • Ensure that necessary reporting components are lined up in advance of report deadlines.

Act as the focal point for DRC’s SurveyCTO system for the field office working closely with teams to ensure that:

  • Relevant tools are uploaded into the SurveyCTO system working closely with the IM team.
  • Teams are supported to correctly and consistently use SurveyCTO in data collection, analysis & reporting.
  • Data from the SurveyCTO system is regularly analysed and reported to relevant teams for informing programmes.

Team Management

  • Line manage MEAL and Accountability Officers/ Assistants and casual labourers, including, but not limited to, regular catch ups, provision of support with technical requests, annual leave planning.
  • Conduct performance management reviews with direct line reports, and ensure performance development plans are put in to place and followed up regularly.
  • Foster a positive team atmosphere.

Other

  • Support DRC’s work in the field office by undertaking other tasks as appropriate and required
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Ensure compliance with DRC AGD policy and AGD programmatic minimum standards.
  • Ensure compliance with the zero-tolerance to Sexual Exploitation and Abuse policy

About you

Essential attributes:

  1. Essential qualifications:
  • Relevant university degree or similar education.
  1. Essential experience:
  • Minimum of 4 years programming experience in humanitarian and development context with a

    specific focus on M&E.

  • Competence using information technology including experience with word-processing, spreadsheets and database software.

  • Highly developed analytical and reporting skills.

  • Excellent communication skills (reading, writing, speaking).
  • Ability to write reports and communication pieces.
  • Excellent organizational skills, ability to determine priorities and attention to detail a must.
  • Demonstrated interpersonal skills, sound judgment, planning and team building and facilitating
  • skills. Ability to work in a multicultural context as a flexible and respectful team player.
  • Willingness and capacity to work in the field and travel frequently to project sites when needed.
  • Preferred attributes

  1. Preferred qualifications:
  • Advanced university degree would be an advantage.
  1. Preferred experience:
  • Experience of working with UN or Non-Governmental Organisations.
  • Proven experience in developing and implementing M&E systems and tools for an INGOs.
  • Experience in training and capacity-building of staff.
  • Experience with behavioural surveys, research methodologies, qualitative and quantitative research methods, data analysis and sampling techniques.
  • Understanding of gender, protection and human rights.
  • Knowledge of the Syrian refugee and Iraq IDP crisis.
