BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In line with the recommendations of the Gender Policy (2015-2020) evaluation, the Gender Office is planning to comprehensively review and update/replace the existing mandatory gender cross-cutting indicators. This will be integral to the Corporate Results Framework (CRF) roadmap exercise – a process to pilot and validate new corporate indicators – proposed for 2022. To this purpose, the Gender Office is seeking a senior monitoring consultant, who will lead the identification, formulation, piloting and validation of new CRF cross-cutting gender equality outcome level indicators, and/or review and update existing ones. The identification of the outcome level indicators will form the basis of a broader exercise to develop a realistic and practical gender results pathway to fulfil country to corporate level reporting requirements. The incumbent will provide advice and recommendations on the formulation of this approach. The contract duration may be further extended, on a full-time or part-time basis, to also cover the piloting of new indicators.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Review the Gender Policy (2015-2020) evaluation and CRF mid-term review conclusions, as related to the gender equality indicators.
  • Review the draft Gender Policy 2022 to understand the direction for advancing gender equality and women’s empowerment by WFP and consider how these might influence the development of new CRF indicators.
  • Conduct a desk review of i) existing and tested measurements of gender equality outcome level approaches both internal and external to the organization. This should include examining the key spheres of measurement including examining the appropriateness or validity of the existing gender equality indicators (determining whether any of the existing CRF gender indicators are relevant or whether new indicators are required to more effectively report on gender results).
  • Conduct consultations with key gender WFP HQ (GEN/RAM/CPP), RB and CO stakeholders responsible for gender, monitoring and evaluation
  • Conduct consultations with key external experts in outcome and output level measurement of gender equality
  • Identify and outline the gender equality dimensions of WFP’s mandate, which could constitute the potential focus of new mandatory gender cross-cutting outcome level indicators.
  • Based on the selected dimensions, propose potential new CRF cross-cutting gender equality outcome level indicators (existing or new). As stated above, these must align with the revised WFP Gender Policy 2022, the Gender Policy (2015-2020) evaluation conclusions, and the CRF mid-term review recommendations.
  • As deemed appropriate for retention, propose any review and adjustment of existing gender cross-cutting indicators and their methodologies.
  • Engage key internal and external stakeholders, to assess the appropriateness of the long list of potential new CRF indicators with a view to developing a short list of potential new CRF cross-cutting gender equality indicators.
  • Based on stakeholder feedback, validate and document final indicator selection.
  • Draft detailed methodology for each final indicator, including rationale, applicability, definition, data sources, sampling requirement, calculation instructions, disaggregation and interpretation; data collection form/survey, and guidance note in consultation with relevant HQ (GEN/CPP/RAM), RB and CO teams.
  • Prepare background material and identify appropriate country offices for piloting of the new indicators.
  • Any other duties related to CRF or other gender indicators as assigned by the Gender Office.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Prepare a brief inception report within three weeks of contract commencement, detailing the proposed approach including defining gender outcomes, possible sample indicators, internal and external stakeholder outreach approach, and other areas that align with international best practices for results-based management and are of relevance to the assignment.
  • Brief note outlining process, findings and recommended areas / spheres / focus of the new CRF cross-cutting indicators to document the steps and decisions taken to identify the new indicators.
  • Brief summary of consultations carried out with key stakeholders at the diverse stages.
  • Long list of potential CRF gender equality indicators with summary of rationale for their identification and overview of measurement methodology.
  • Short list of potential CRF gender equality indicators, including rationale for their selection and overview of measurement methodology.
  • Draft and final indicators, with indicator data collection forms, methodologies and guidance note.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • University degree in statistics, economics, social sciences or similar.

Experience:

  • At least 8 years of progressively responsible experience in developing, piloting and validating measurement methodologies aligned with international best practices in results-based management.
  • Experience in developing and piloting indicators, and in developing related data collection tools and instruments.
  • Experience monitoring gender equality related results, including the development and validation of gender-related indicators.
  • Field experience engaging with diverse stakeholders and beneficiaries, including experience with field-level data collection methodologies and associated challenges.
  • Knowledge of main gender equality related concepts and issues.

    Knowledge and Skills:

  • In-depth understanding of WFP monitoring systems, tools (CRF, data collection tools etc.), processes and stakeholders.

  • Ability to plan and lead engagement of a wide range of stakeholders, listen to a variety of opinions and integrate them in work outputs.
  • Familiarity with, or sensitivity to, gender mainstreaming, in particular in the context of monitoring.
  • Ability to work independently, in a timely and organised manner, and produce quality outputs.

Language:

Excellent knowledge of English is required. French and/or Spanish are a strong asset.
