ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Country Office in Mozambique has invested in bolstering its monitoring & evaluation capacity. This has involved ensuring that WFP has monitoring personnel, called field monitors, on the ground in all districts where WFP programmes are being rolled out.

JOB PURPOSE

Perform Monitoring activities, as per the Mozambique Minimum Monitoring Requirements within a specific coverage area, and provide reports to support the effective delivery of assistance packages. Job holder is expected to produce organised and accurate Technical work. May provide guidance on standard practices to other Staff and Counterparts in their area of work.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of Secondary school. Completion of University Degree in Agriculture, Forestry, Rural Development, Nutrition, Economics, Performance Management or related field (Desireble).

Experience: Has performed Monitoring and assessments at different levels and field Locations in Mozambique. Has previous Experience in Humanitarian or Development Operations in Mozambique. Has general knowledge of WFP Monitoring Standards. Has worked with local NGOs, Government authorities and/or other implementation Partners from WFP.

Language:Fluency in Portuguese and local languages. Working knowledge of English is an advantage.

Knowledge & Skills:

• Demonstrated integrity in accordance with UN standards values and ethics, to support the vision and mission of the United Nations and support the achievement of WFP’s strategic objectives. • Is able to work independently with minimal supervision to produce organised and accurate technical work and reports. • Planning and organizing - Ability to manage, organize, plan and execute tasks in setting priorities and work under pressure to meet frequent and tight deadlines. • Communication - Strong skills in oral and written communication. • Analysis - Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources to help inform WFP programmes. • WFP Programme knowledge - Displays basic understanding of WFP’s policies and strategies to perform monitoring activities for all programme assistance activities. • Being able to drive a motorbike is an advantage.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Monitor WFP Programme in the Districts, as per the Mozambique minimum Monitoring Requirements. 2. Work as WFP Representative in meetings with local Authorities, Partners, and Communities. 3. Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the Field Office for timely resolution of problems, and ensure that the quantity distributed, and the Operation quality is in line with WFP Standards and the relevant Field Level Agreement (FLA). 4. Maintain information records and Monitoring plan documentation, such as records of Commodity movements and Programme checklist, in order to Assist in the effective delivery and food distribution or non-food items. 5. Liaise with cooperating Partners and internal Counterparts to gather feedback and comments to support Programme reviews and improve Services. 6. Receive, collate, and, if necessary, follow-up on comments and feedback from cooperating Partners, and Beneficiaries, to support identifying programmatic issues with a view to fostering efficient Operations. 7. Provide guidance for cooperating Partners on WFP operational practices, Monitoring tools and methods in order to support them to complete Self-monitoring tasks and to contribute to the visibility of WFP in the Coverage areas. 8. Submit Monthly Work Plans to Supervisor, as well as Monthly review on completion of this work plan. 9. Submit Monthly Reports of monitoring activities to supervisor, and present the report during Monthly Monitoring Meeting. 10. Submit Incident Reports to Supervisor as required. 11. During Emergencies, follow set Emergency response processes and procedures to provide Emergency food assistance. 12. Perform other relevant duties as required.

Programme Monitoring and Review Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
