Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organizes in three main units: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.

Technical Focus

• Oversee the implementation and improvement of the Resilience and Emergency Livelihood Response (ELRP) M&E framework and provide recommendations for evidence-based planning and programme adjustments, Participate in the Interim Cooperation Framework (ICF) or UNDAF M&E Working Group and Coordinate data collection for the Corporate Outcome and Output monitoring in collaboration with the RAF and HQ Strategic Objective team
• Contribute to the development of proposals, strategy documents like Resilience Strategy and ELRP, Country Programming Framework (CPF) and work closely work with the Programme Technical Unit and Operations Unit to ensure all projects activities and outputs are aligned to the CPF Outcomes, Regional Priorities and FAO’s Global Strategic Objectives;

Tasks and responsibilities

• Regularly review status of implementation of all operationally active emergency livelihood response projects;
• Monitor the progress and results of the resilience projects using resilience measurement tools including RIMA;
• Support the Resilience Analysis Measurement and Monitoring team;
• Develop and implement M&E capacity building trainings, with a special emphasis on the results-based management for FAO staff, government and implementing partners;
• Contribute to development of fisheries data and information, as well as documentation of good practices and lessons learned for FAO achievements;
• Design standard result-oriented M&E tools (survey questionnaires, data collection and consolidation tools, etc.), methods and techniques for monitoring of the overall programme and individual projects (development, resilience and emergency);
• Generate regular monitoring update/reports on project implementation process, best practices, lessons learned and assessing impacts/results on key food security indicators;
• Compile project results indicator tracking tables to enable the measurement of progress towards objectives/results;
• Develop, update and maintain livelihood response emergency kit distribution monitoring database; disaggregated by gender, implementing partners, locations and donor;
• Consolidate and supervise data collection process carried out by enumerators and/or field monitors during surveys;
• Review mid-term and final reports from Partners in line with the Letter of Agreement (LoA) and feedback from field monitors;
• Contribute to the design of project concept notes and proposals with special emphasis on logical/results framework;
• Develop Terms of Reference (ToR) for project evaluation and coordinate evaluation process as per the project document;
• Liaise with partners (cluster, government, implementing partners, donors) on M&E related issues;
• Conduct frequent monitoring missions (distribution, post distribution, post-panting, etc.), assessment and evaluations; and
• Perform any other related duties as assigned by supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in Agricultural Economics, Economics, Social Sciences or a related field;
• Five years of relevant experience in agricultural development and/or project planning/formulation/ implementation;
• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
