Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a Monitoring and Evaluation Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The Monitoring and Evaluation Specialist is an SC 8 position and will work under the overall supervision of the FAO Representative in Bangladesh and direct supervision of the Project Team Leader.. The Monitoring and Evaluation Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Ensure the provision of scheduled inputs and technical backstopping, conducts consistent quality control and monitors timely execution, in line with project work plans;
  • Coordinate and consult with project partners the effective and timely set up of the project M&E framework to ensure project progress and timely delivery of outputs;
  • Develop data collection and assessment methodologies for all relevant elements in the M&E System;
  • Lead the preparation of periodic results reports on the progress of the projects and ensure timely analysis and dissemination of project M&E findings;
  • Monitor project risks and assumptions and contributes to identifying and implementing suitable risk mitigation measures if required;
  • Ensure that M&E findings are disseminated to all relevant stakeholders;
  • Ensure that the results of M&E and lessons learned are fully captured and actioned through feedback loops in improved joint work planning and project communications and reporting;
  • Propose measures for fine-tuning of project implementation on the basis of M&E findings;
  • Provide inputs into the project mid-term review and final evaluation.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Agricultural Economics, Economics, Social Sciences or a related field;
  • Preference will be given to candidates have post-graduations in Monitoring and Evaluation
  • Five years of experience in agricultural development and/or project planning/formulation/ implementation and M&E of the development projects of public and global organizations;
  • Experience in preparing relevant reports and briefs according to pre-established formats;
  • Competent user of computer and ICT tools having skilled writing, typing and communication ability in English

Technical/Functional Skills

  • Experience monitoring the progress of ongoing projects and preparing relevant reports and briefs according to pre-established formats;
  • Proven skills in programme monitoring and coordination;
  • Strong interpersonal skills for collaborating with intergovernmental organizations, NGOs, and various stakeholders.
  • Excellent organization and writing skills and a demonstrated ability to deliver a quality written product;
  • Ability to solve problems, use initiative, and manage work under limited supervision;
  • Applicant have a working knowledge of English (written and verbal) and local dialect is preferred.
  • Any other tasks assigned to him/her by the team leader.
