Since 2011, MEHE has created places for more than 200,000 non-Lebanese students in its public schools under RACEI and RACEII strategies. Recently MEHE’s focus is on transitioning from emergency response to meeting the development challenges of managing a protracted crisis. This is critical if Lebanon is to be able to offer all children the kind of education envisaged in Sustainable Development Goal 4 by 2030. In 2021, MEHE developed the General Education 5 Year Plan as a contribution to realizing the humanitarian and development aims of the sector. The 5YP was launched in August 2021 and it forms part of a government-wide effort to transform Lebanon. This is reflected in the national development goal for Lebanon’s future: Lebanon’s high-quality human capital strengthens socio-economic development, innovation and resilience. Long Description ---------------- Scope of the Assignment The function and focus of the assignment of the M&E Officer is to coordinate the Monitoring and Evaluation Program for 5 Year Plan. This position is critical to the successful coordination of the monitoring and evaluation functions of all priorities, programs, activities and funding mechanisms implemented and managed by MEHE within the context of the 5 Year Plan. It is expected that the M&E Officer will also serve as evaluation team leader responsible for collecting, processing and reporting on all indicators under the 5 Year Plan. S/he is expected to build the capacity of MEHE’s civil servants, invest in MEHE’s human resources, and fill the gaps in other programs as per DGE directions. S/he will be responsible for collecting and managing data gathered from SIMS, Directorates, project managers, as well as portfolio managers for specific programs, projects or activities run by donors, and also ensure that donor-funded indicators align with and support the integrity of the overall Theory of Change and log frame of MEHE’s 5-Year Plan. S/he will also contribute substantially to the design of indicators and field testing of the monitoring and evaluation methodology, participatory data collection methods and protocols, data verification techniques, risk assessment, well-crafted reporting briefs to inform timely decision making, and other technical evaluation and analytical tasks. S/he will also be responsible for the design, quality, development and completion of all assessments, analytical reports, and evaluations pertinent to the 5YP mid-term and annual reviews of different projects and initiatives. The M&E Officer coordinates with the implementing units related to the projects. S/he reports to UNESCO and the DGE, ensuring the best outputs within the scope of his/her work. This position is well suited to candidates who work efficiently under pressure and be an exemplar of effective leadership, collaboration, perspective taking, and communication. The position shall provide timely reporting on all matters related to the duties below. Long Description ---------------- Duties & Responsibilities The M&E Officer is required to support the 5 Year Plan by leading and managing the technical work related to performance monitoring and evaluation. Essential functions include: • Lead the technical design, data analysis, and report writing aspects in relation to the monitoring of activities and processes for the 5YP as per DG directions. • Oversee the development and review of the MEHE Performance Management Plan (PMP). • Liaise and provide technical support for implementing partners on the development of their activity M&E plans, and support such technical work as reviewing reporting methods, carrying out training needs, designing reporting tools and advising MEHE technical teams (project managers, portfolio managers, project coordinators, technical staff, DGE) on their M&E work. • Oversee and participate in mid-term and annual reports, and final evaluations and assessments and studies carried under the 5-year plan. • Manage, training and mentor field monitors and the design of site-based monitoring tools and methodology for M&E fieldwork. • Oversee the design, quality, development and completion of all assessments, analytical reports, and evaluation carried out internally as per the 5YP logframe and MEHE project management plan (PMP), and provide DG with report. • Support the different donors and portfolio managers in the preparation and administrative of surveys and other instruments as needed in order to report on the indicators of the 5YP logframe, or any other project if required or requested by DGE. • Contribute to the design and field testing of the M&E methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks. • Ensure that all M&E activities are undertaken in full compliance with MEHE and donors’ standards and operating procedures, policies and regulations, and national policies and laws. • Engage fully as a member of the DGE staff team, including participating in staff meetings and other donors/DGE events. • Coordinate with the Coordinator on the performance of activities, priorities, programs as per the indicator frameworks and the M&E plan. • Coordinate with CERD and DGE units to obtain required data and integrate in the reporting mechanism of programs and projects. • Coordinate with the ICT on obtaining the required data through MEHE SIMS to be able to integrate in the reporting mechanism for 5 Year Plan indicators. • Provide the DG with up-to-date briefs on the status of MEHE’s progress on the 5Y Plan indicators. • Support the DG office in the preparation of M&E presentations and reports on a quarterly basis and highlight progress, successes, challenges and lesson learned towards achievement of results, and ensure accuracy, efficiency, reliability, timeliness and credibility of the reported data. • Develop the TORs of the M&E Officers who will be part of the team responsible for the entire process of M&E, from the development to the execution and verification of the M&E plan. • Coordinate with all other M&E officers on all project and portfolio related M&E work. • Undertake other duties assigned by the DG. Long Description ---------------- Expected Deliverables: The M&E Officer shall submit to UNESCO and the DGE monthly activity reports in the specific responsibilities defined in this Terms of Reference Monthly and/or bi-weekly Activity Report that includes the following: a. Monitoring and Evaluation Framework for 5 Year Plan b. Monitoring and Evaluation Plan for the 5 Year Plan c. Indicator Performance Tracking System d. Reporting Systems for the 5 Year Plan S/he shall submit to UNESCO and the DGE an “End of assignment closure report” including handing over of any documentation (electronic or otherwise), assets and deliverables belonging to MEHE.
