General description of Duties:

To support the SNI and JPARAPP project sites efforts to promote interoperability of existing health Information systems through:

  1. Improved management of patient records by providing consistent and effective technical support on the use of the electronic Medical Records (EMR) and/or iClinicsys, Maternal and Neonatal and Infant Death Reporting System and other related health information system
  2. With project sites Regional/Provincial HIS team, capacitated various health facilities and end-users in using and adopting standard EMR, MNIDRS and related health information systems harmonized with or are in accordance with the National (DOH)’s initiatives and policies
  3. Provide technical guidance and supervision on the continuous improvement and use of FRESAA in the SNI Phase 2 sites; in during the introduction of the same in the JARAPP project sites.
  4. Ensured timely and quality implementation of EMR, MNIDRS and other vital events consequently triggering the conduct of regular reviews at the local level
  5. Strengthened monitoring and evaluation of maternal-newborn-adolescent intervention packages of WHO SNIP Phase 2 project, as well as on adolescent health with focus on adolescent pregnancy, in collaboration with the Department of Health (DOH) Center for Health Development (CHD), and the Provincial Health Offices of project sites.
  6. Enhanced M&E capacity of DOH’s Health Information Management Officers, Regional Program Managers, Provincial Program Coordinators and other relevant municipal health and Barangay Health Office team in both the a)SNI Phase 2, and b) the Joint Programme in Accelerating Reduction of Adolescent Pregnancy in the Philippines, which will commence in September 2022.

Scope of Work

Under the direct supervision of the RMNCAH-N Technical Officer, the M&E/HIS officer will support quality implementation of the abovementioned RMNCAH interventions in close collaboration with various departments and offices in WHO Philippines and also in the DOH and the Department of Education (DepEd). The Officer will be under the strategic guidance and supervision of the HSS Technical Team Leader.

Output 1: Supported overall coordination of M&E plan and Health Information Systems related activities in project sites of the 2 projects, a) the ongoing Subnational Initiative Project Phase 2, and b) Joint Programme on Accelerating the Reduction of Adolescent Pregnancy in the Philippines, which starts in September 2022, both of which will be aligned and in accordance with DOH’s initiatives and policies as well as WHO strategies.

Deliverable 1.1: Support the project sites in reviewing of performance of M&E structures and systems, providing technical supervision on managing and strengthening HIS and generating routine health data/statistics.

Deliverable 1.2: Coordinate with National-level and or Regional-level M&E and HIS technical working group meetings on the subject matter(s), providing expert advice on M&E and dashboard implementation and enhanced capacity of the project sites’ HIS networks.

Deliverable 1.3: Organize and support Civil Registration and Vital Statistics (CRVS) Trainings, develop and maintain functioning CRVS technical working group between DOH, Civil registry, WHO and other key partners, assisting to build consensus on CRVS implementation in the Philippines.

Output 2: Provide technical support in ensuring quality M&E across all project activities to strengthen M&E and Learning aspect of SNIP2.

Deliverable 2.1: Provide technical leadership in finalizing SNIP2 M&E framework and preparing monthly/quarterly monitoring plan.

Deliverable 2.1.a: Provide capacity building, through virtual means, face to face orientation/familiarization, or training, and supportive supervision of relevant project partners and the project field coordinators as well as the national project staff on the basics of monitoring, evaluation, accountability and learning(MEAL) processes.

Deliverable 2.2: Develop M&E-specific implementation guideline for SNIP 2 staff and partners/collaborators and provide advisory coaching/validation on a regular basis

Deliverable 2.3: Support SNIP2 and the 3 DOH regional management committees (Aklan, Agusan Del Sur and Davao) in translating regional M&E to health dashboard and in conducting monitoring activities

Deliverable 2.4: Organize and support Maternal Neonatal and Infant Death Reporting System (MNIDRS) trainings and technical consultations, assisting participating departments and agencies/private entities in developing a HCPN-wide response strategy and conducting Maternal Death Review

Output 3: Support WHO in development of health knowledge products such as health profiles/situational report, bi-annual/annual routine monitoring report and technical publications.

Deliverable 3.1: Provide technical support in designing, preparation and execution of 3 technical studies and evaluations (SNIP2 Post-Training Evaluations, Mid-line survey, Indigenous Population Mapping Analysis)

Deliverable 3.2: Support preparation of 2 routine project performance reports (SNIP2 bi-annual and annual performance reports)

Output 4: Perform other activities as required by WHO Representative

Qualifications and experience

The individual contractual partner must be fully familiar with monitoring, evaluation , accountability and learning (MEAL) and must fulfil the following educational qualifications and work experience:

Education and Certifications

Basic: Graduate of any Social Sciences, Socio-cultural Courses or Paramedical Course Essential: Master’s Degree in Social or Health Sciences, Master’s Degree, or specialization on M&E. Desirable: Master’s level in public health or related background. Ph.D. level in public health or related background.

Work Experience

  • At least 5 years of professional experience in health programs, managing Health Information Systems, M&E, strategic planning, portfolio management;
  • Prior experience work on health systems strengthening, RMNCAH field either with government or a non-government entity;
  • Previous experience working on M&E, health systems strengthening, etc. at the national and subnational level (regional, provincial, municipal);
  • Proven work performance, and with established good working relations with the DOH and WHO on the subject matter(s) is a strong advantage.
  • Familiarity with the local health service delivery system in the Philippines.

  • Knowledge and experience of work with the UN system.

  • Excellent organizational, communication, negotiation, writing and interpersonal skills.

Language

Expert in both written and spoken English. Knowledge of Filipino language is an asset.
