Generic responsibilities 1. Ensure adherence to NRC policies, guidance and procedures. 2. Support NRC Ukraine organizational learning by systematizing, analyzing, and disseminating programme learning and organizing knowledge management. 3. Support the organization, implementation, dissemination, and use of studies, evaluations, reviews, assessments and monitoring data in project/programme development or review. 4. Support NRC Ukraine by coordinating M&E activities with partner NGOs and agencies, as well as in other fora. Support NRC Ukraine M&E initiatives implemented jointly with other agencies. 5. Support and contribute to the development and implementation of M&E framework and SOPs, guidance and tools, and establishment and maintenance of M&E systems. 6. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E. 7. Support programme staff in planning for and executing M&E activities, including, in design of data collection methodology and tools and data management, analysis and use. 8. Support in developing data collection methodology and tools, and in actual data collection, as needed. 9. Support in data management and development of clear information flow between program and M&E staff, as needed. 10. Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.

2.Specific responsibilities 1. Coordinate internal learning through analysis and presentation of project data, and supporting internal and external evaluations, studies, and assessments. 2. Proactively support internal and external learning through organization of learning events and information sharing / knowledge management systems and information flows. 3. Organize and maintain internal knowledge management systems that ensure accessibility and useability of project data. 4. Support and contribute to the development of data management methodologies, systems and tools, and in actual data collection as needed. 5. Support in data management and development of clear information flows in NRC Ukraine. 6. Support programme staff in handling and responding to feedback and in a manner that strengthens response to beneficiaries and improves programme quality. 7. Conduct qualitative and quantitative field monitoring and verification of project implementation. 8. Ensure that learning and monitoring data are reported on a timely manner to relevant program and managerial staff, as well as to the NRC reporting system (GORS), in coordination meetings, and in other fora. 9. Support capacity building and training of M&E and program staff, and partner staff of NGOs and other agencies on learning, programme quality, knowledge management, M&E and accountability, as needed. 10. Any other task relevant to the position as requested by AM, APM or M&E manager.

Critical interfaces By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: - M&E Manager at country office - NRC M&E unit at regional/global level - Area Managers, Area Programme Manager - Project Managers/ Project Coordinators in all Core Competencies - Field programme teams

Scale and scope of position Staff: 1-4 staff Stakeholders: HO M&E, CCs, other INGOs, local NGOs, civil society, governmental bodies Budgets: - Information: Office365, OKTA, Agresso, GORS, Intranet, filing system Legal or compliance: Code of conduct, Terms of Employment, NRC Security Management Policy, SOPs and related templates.

2. Competencies

1. Professional competencies Generic professional competencies: - University bachelor degree in related field, such as social science, economics, statistics, demography, quantitative analysis or another related fields. - Minimum of 3 years of experience with at least 1-2 years of experience in an international/local non-governmental organization (I/NGO) preferably in an emergency or post-conflict setting, including M&E capacity and systems development. - Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. - Experience in, and understanding of organizational knowledge management - Experience of participation in coordination meetings and fora - Understanding of data and information needs for project management and evidence-based decision making. - Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods. - Experience in managing a team.

Context/ Specific skills, knowledge and experience:

- Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and/or development programmes, using both quantitative and qualitative methods. - Documented results related to the position’s responsibilities. - Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access). - Fluency in English, Ukrainian and Russian. - Good communication and interpersonal skills. - Strong organisational and team working skills. - Good cultural awareness and sensitivity.
