NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Roles and responsibilities

The role of Monitoring & Evaluation Assistant is responsible for day to day implementation of the M&E activities across the projects in South central and to be able to travel H2R Areas different districts in South central. He or she will be responsible for the data collection, PDM, analysis and report writing of the monitoring sessions of the projects. Also he or she will be responsible for creating data collection tools and digitalization of the data collection tools whenever required for the CCs.

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.
  7. Promote and share ideas for technical improvement

    Specific responsibilities

  • Coordinate process to establish programme level M&E systems
  • Participate in log frame design during project proposal process to support on indicator formulation.
  • Support and contribute to the development of a data management system through. documentation, implementation and coordination of standardized information flow of M&E activities and reporting.
  • Support in standardizing M&E across projects.
  • Support in developing data collection methodology and tools and in actual data collection, as needed
  • Support in data management and development of clear information flow between programme and M&E staff, as needed
  • Ensure that monitoring data are reported in a timely manner to relevant programme and managerial staff
  • Capacity building and training of programme staff on M&E technical and conceptual areas, as needed
  • Support in digitalization of the forms required in M&E and the CCs
  • Responsible the CRFM (Complaints Response and Feedback Mechanism) cases received, followed up and documented
  • Maintain the CRFM database updated on a daily basis
  • Support the Programme Department in new initiatives, should these arise during the employment period
  • Other activities agreed and discussed with the M&E Coordinator and Area Manager

Our Ideal Candidate:

  • 1-2 Years’ work experience as M&E in a humanitarian/recovery context.
  • Minimum of a university degree in social science, IT, economics, rural development or in other related fields. Prior experience with monitoring and evaluation is required.
  • Post-graduate certificate in M&E related field such as surveys, sampling, data analysis
  • At least 1-2 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
  • Previous experience from working in complex and volatile context and experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development.
  • Documented results related to the position’s responsibilities
  • Computer skills, including MS Office (Word, Excel, Outlook)
  • Knowledge of digital data collection platforms (KoBo, CommCare, Ona)
  • English language proficiency (speaking, reading, writing)
  • Analytical skills and attention to detail.
  • Experience from working in IDP /refugee related programmes
  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • Ability to work under pressure, manage stress and under extreme challenging environments
  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels
