Organizational Setting:

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The Call Center was established within FAO Yemen in 2019 to coordinate and manage the beneficiary feedback /grievance redressal mechanism (BFM/GRM) aspects of FAO’s Accountability to Affected Populations (AAP) commitments, through receiving, processing and managing complaints and feedback using multiple communication channels, i.e. toll-free telephone line, SMS, WhatsApp and email.

Reporting Lines:

Under the overall guidance of the FAO Representative (FAOR) and the direct supervision by the FAO International Monitoring and Evaluation Specialist.

Technical Focus:

Monitoring, Evaluation, Accountability, Learning and Assessments.

Tasks and responsibilities:

  1. Beneficiary verification, post-distribution monitoring, cash transfer monitoring, baseline/midline/endline surveys:
  • Based on sample sizes and the lists of beneficiaries provided by M&E Specialists, conduct beneficiary verification and project results monitoring surveys through telephone calls and process the data in a safe repository/database.
  • Design and maintain a database of all household survey data collected under all the beneficiary verification and project monitoring activities.
  • Share the data collected, both in raw form and processed form, with the relevant MEAL, IM and project management teams whenever requested.
  • Perform limited descriptive analysis as and when requested to generate or contribute to communication and learning products and reports.
  1. Contribute to other Call Center activities:
  • Contribute to the development and enhancement of the effectiveness of the Call Center services, procedures and guidelines.
  • Contribute to the development of reports capturing main issues raised by beneficiaries as part of the AAP/BFM processes.
  • Demonstrate a high level of confidentiality and sound judgement.
  • Perform any other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Bachelor’s degree in Development Studies, Statistics, Information Management/Science, Agriculture, Economics or closely related fields.
  • At least 4 years of experience in monitoring and evaluation.
  • Experience with an UN agency, international NGO or donor agencies highly desirable.
  • Familiarity with computers and Microsoft Word, Excel, Email/Internet, PowerPoint, is essential. Experience of using Kobo and/or other mobile data collection tools is highly desirable.
  • Full competency and fluency in English and Arabic, both spoken and written.
  • National of Yemen.

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;

  • Good communication, writing and presentation skills in English and Arabic;
  • Good computer skills, including quantitative analysis, use of Excel;

  • Demonstrated ability to liaise with multiple agencies, effectively building an understanding and partnership with other UN bodies, NGOs, and governmental agencies.
